Project Manager,

The position is located in the Directorate of Policy Advisory Services and Capacity Building (PACB)

Responsibilities: Under the overall guidance of the Director, Policy Advisory Services and Capacity Building, and the immediate supervision of the Senior Programme Officer - Renewable Energy Finance, P-5, the temporary appointment:

1. Technical and Administrative Assistance for the first ADFD funding cycle:
a. Assists the Panel of Experts in reviewing and ranking the Executive Project Summaries, preparing brief explanatory statements and a short-list of up to twenty highest-ranking projects, and forwarding the results to the Advisory Committee;
b. Assists the Advisory Committee in reviewing the short-listed proposals and forwarding its general comments to the ADFD;
c. Invites the submitting entities of short-listed proposals to submit Full Project Proposals;
d. Assists the Panel of Experts in reviewing and ranking the Full Project Proposals and preparing brief explanatory statements;
e. Assists the Advisory Committee in reviewing the qualified proposal documents and forwarding the technical evaluations as well as its comments and recommendations to the ADFD;
f. Notifies the ADFD’s final selection results to the proposal submitting entities;
g. Prepares for the Director-General’s recommendations on streamlined ADFD funding cycle procedures, in consultation with the Advisory Committee and the ADFD, which will be presented to the third Assembly;
h. Prepares for the second call for proposals 2013, including the ‘Guidelines for the Applicants’ and necessary arrangements for the online application system;
2. Analysis of Renewable Energy Financial Mechanisms and Risk Mitigation: Conducts five case studies of renewable energy projects in developing countries identifying investment challenges and formulating policy recommendations;

3. IRENA-IEA Joint Policy DB:
a. Collaborates with the IEA as IRENA focal point for implementing and monitoring the Joint Database (including any modifications or improvements that could be made to the Joint Database during the term of the LOI) and for resolving any issues that may arise in relation to the Joint Project;
b. Collaborates with the IEA in order to draft and agree a specification for the Joint Database, a common data request form and the protocols and procedures for the collection and verification of data for inputting into the Joint Database;
c. Sends the common data request form at least twice per year to its Members and Signatory couintries and collect datasets from such Members and Signatory countries based on the countries completing the request form;
d. Verifies and validates the datasets that IRENA collects and inputs and uploads at least twice per year such verified data using the online form linked to the Joint Database’s back office which the IEA will create and enable IRENA to access;

4. Assists the day-to-day operations of the Work Programme activities;

5. Cooperates, according to the indications of the PACB Director, with other IRENA Directorates and Divisions;

6. Financial management and planning of the budget for the activities;

7. Provides inputs into the IRENA managed monitoring and evaluation activities, particularly the annual implementation Report;

8. Performs any other tasks assigned.
