We seek qualified candidates for the position of Regional Compliance Officer (RCO), Bangkok, Thailand.

Position Responsibilities

The RCO is a senior level position responsible for overseeing and managing the compliance issues in the field. She/he will ensure the operations of the FHI 360’s field offices are in compliance with the regulatory requirements, and with the internal policies and procedures. She/he will be assigned a region of responsibility to provide direct support technical support to, but will also be required to provide audit and investigation support to projects outside of that region. The RCO will take a business approach, acting in the role of a partner with program staff, in the corporate compliance function.

She/he will report to the ACO and CCO and participate in designing and implementing internal controls, policies and procedures to assure compliance with donors or funders rules and regulations.

The RCO will coordinate a standard approach with the implementation of FHI 360's established monitoring tools, and will prioritize/implement recommendations that surface.

  • Conduct organizational wide (covering both country and program levels) Compliance Reviews;
  • Education and Training on compliance matters;
  • Assistance in management of the organization’s compliance hotline which is both web based and telephonic;
  • Participate in identifying, managing and assessing risk;
  • Assistance in the development and enforcement of compliance and internal audit related policies;
  • Assistance in the review of organization wide standard operating procedures;
  • Conduct as needed skills assessment on newly recruited finance staff both in the field and HQ
  • Conduct follow up reviews on internal audit observations;
  • Participating in investigations into regulatory and compliance issues;
  • Plan and analyze the requirements of internal and external compliance and internal controls needed to effectively meet the mandates;
  • Act in an advisory role on compliance matters
  • Provide ad hoc support on internal audits on an exceptional basis;

Compliance Reviews, Compliance Hotline and Follow up of Internal Audit Finding, Investigations

  • Planning for and conducting compliance reviews for domestic and international projects
  • Conduct follow up reviews of countries/projects based on internal audit observations and compliance review findings
  • Coordinate or perform investigations on Fraud, Waste, or abuse of FHI 360 operations and projects;
  • Working with the global operational teams to ensure that anonymous or other contact with OCIA is encouraged on issues of compliance in an open, productive, and transparent manner;
  • Ensuring that hotline and contact information is visible, understood and updated in all relevant electronic media onsite in project country offices and at headquarters.

Strategy and Development

  • Participate in the development and enforcement of compliance and internal audit related policies (i.e., Employee Fraud and Theft);
  • Participate in the review of standard operating procedures;
  • Providing solutions to minimize risk by designing and developing corrective actions in response to audit or operational reviews;
  • Participate in regular coordination calls with HQ team

Risk Management

  • Assessing, evaluating and developing processes and systems that help mitigate FHI 360’s business risks;
  • Determine country/project level operational risks in the area of finance, procurement, HR, compliance and more.
  • Contribute and assist in maintaining a organizational risk management framework

Education and Training

  • Providing assistance (demand driven) to field staff in the area of compliance on matters such as finance, procurement, operations or HR based on the results of compliance reviews, and/or internal audit findings;
  • Provide in person and web based training on external rules, regulations and legislation which requires compliance of all staff (i.e., foreign corrupt practices act, mandatory disclosure, full cooperation, etc.);
  • Intimate knowledge of rules, regulations, and legislation which requires compliance of all staff

Minimum Requirements:

BA in one of the following or related fields: Business Administration, Accounting, Finance, Auditing or similar relevant field and 7-9 years of relevant experience in financial management, contracts & grants administration, program management, compliance, or relevant business experience.

Field-based experience in developing countries is essential.
