JOB SUMMARY:

Reporting to the Director of Monitoring, Evaluation and Research, the MER Senior Associate will support monitoring, evaluation and research activities throughout EngenderHealth, and support M&E staff working on our projects throughout the world.

RESPONSIBILITIES:

  1. Work with field projects to design and implement quality evaluation research activities
  2. Support EngenderHealth’s Program Division in development and implementation of a research agenda and corresponding research activities.
  3. Work with project staffs and Program Development to develop strategic frameworks, monitoring and evaluation (M&E) plans, and performance monitoring plans (PMP) with indicators.
  4. Support project staffs to operationalize M&E plans, assuring data quality through appropriate and feasible data collection methods, analysis and reporting.
  5. Provide mentoring, training and technical assistance to EngenderHealth project staff working on M&E.
  6. Assist in the development of an evaluation and research guidelines/toolkit.
  7. Review and provide feedback on research protocols, in compliance with EngenderHealth’s Evaluation and Research Standard Operating Procedures (E&R SOPs).
  8. Maintain a database of EngenderHealth’s evaluation and research protocols/studies.
  9. Maintain and manage a roster of available qualified ME&R consultants.
  10. Liaise with database developers to guide the need for data and its analysis and use.
  11. Assist country and program directors in recruiting and interviewing strong ME&R staff.
  12. Travel up to 25-35% of time for field-based technical assistance and/or global leadership activities.
  13. Other duties, as assigned.

EDUCATION, EXPERIENCE & CERTIFICATIONS:

  • Master’s degree or PhD in a field related to monitoring and evaluation of international health and development programs.
  • A minimum of 7 years of work experience in ME&R working on international health projects.
  • Long-term M&E project field experience is desirable.
  • Experience designing and conducting operations/applied research.
  • Experience using existing routine information systems (e.g., HMIS), and doing secondary data analysis for M&E purposes.
  • Experience providing technical assistance on the use of data for planning and decision making.
  • Experience training others in M&E.
  • Ability to work in French is desired.
