CHIEF TECHNICAL ADVISOR, FTA at P5 Level
to support the implementation of the 7th NSEDP
and formulation of 8th NSEDP
A Development Project Funded (DPF) post

Background
UNDP Lao PDR Country Office is seeking a qualified candidate for the post of Chief Technical Advisor (CTA) to provide high quality technical and policy support to the Government of Lao PDR, in particular the Ministry of Planning and Investment (MPI). The CTA will work closely with other TAs working in the programme to achieve the overall programme objectives.

Qualifications and experience
• Master’s Degree in Economics or related discipline;
• Minimum 10 years of relevant work experience on issues related to macroeconomic and socioeconomic development policies, particularly on national and local plan formulation, implementation, monitoring and evaluation and policy research and advocacy in developing countries, especially transition economies;
• Proven track record in conducting results-based policy analysis in the areas of national development policies, poverty reduction, MDGs and human development;
• Demonstrated ability to engage in and contribute to high-level policy dialogue and advisory functions involving high level government counterparts and development partners;
• Experience working with governments of LDC and transition countries in support of developing national plans and priorities;
• Experience working in land-locked resource-rich least developed countries (LDCs);
• Thorough knowledge of and experience with various approaches for the country’s macroeconomic and socioeconomic development options;
• Thorough knowledge and experience working on natural resource management issues;
• Thorough knowledge and experience with the role of foreign direct investment in achieving national development goals and;
• Fluency in verbal and written English.
