WFP - Public Health Officer P2

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Public Health Officer at P2 level. The position will be based in our Country Office in Chad.

The selected candidate will be responsible for the following duties:

- Track and ensure that health & nutrition activities supported by WFP are carried out in timely manner and coordinated with other relevant organizations of the UN system, donors and partners as appropriate;
- Ensure quality control of monitoring data inserted in systems of health & nutrition activities (M&E, COMPAS distribution module) and corporate reports (BB, SPR, Sitrep, Briefs, donor reports);
- Track health and nutrition indicators as per WFP strategic plan;
- Undertake field visits at FDP levels, in order to ensure that progress is made in the achievement of project objectives and provide recommendations for improvement in implementation and increased synergies between programme activities at the field level;
- Liaise with implementing partners and field offices to take corrective measures as needed in addressing malnutrition;
- Provide inputs for reporting on the health & nutrition situation and activities, including complementary activities to WFP nutritional programmes (beneficiary sensitization, deworming, etcz);
- Supervise National Health/Nutrition staff and provide training and technical guidance to their work;
- Ensure that the technical assistance provided by WFP staff (from Country/Sub Offices) is consistent, harmonized, and reliable in terms of protocol, planning, monitoring, reporting and service delivery aspects;
- Design and review of adapted training and sensitization information material for various audiences (staff, partners, beneficiaries) and programmes (health centers /schools /literacy programmes);
- Provide technical assistance to the field staff of Ministry of Health/ Regional Health Delegation/health centers, Partners and WFP field staff;
- Represent WFP in coordination meetings within the health or nutrition sectors (meetings with the MoH, UN agencies, donors, NGOs and other stakeholders including humanitarian assistance) as required;
- Identify potential partners, and develop partnerships for health & nutrition programme implementation and review/preparation/implementation tracking of FLA’s in sector;
- Identify and develop opportunities for innovation and document /disseminate good practices (and pitfalls to avoid) for activities’ implementation;
- Oversee the implementation and reporting of planned pilot activities (prevention of chronic malnutrition, community-based sensitization and public health promotion);
- Ensure compliance with WFP policies, strategies and procedures with respect to food assistance;
- Perform other related duties as required.

Qualifications & Experience Required
Education:
- University degree, preferably at the advanced level, in Nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Food Security, Food Technology or other related fields.

Experience:
- At least 3 years of postgraduate progressively responsible professional experience in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions;
- Experience in hygiene promotion, community development or health education;
- Experience in nutrition survey methodologies, nutrition assessment and relevant data analysis;
- Previous experience working in a context similar to Chad, such as elsewhere in the Sahel is highly desirable;
- Food security and multisector programme knowledge and experience are desirable.

Technical Skills & Knowledge:
- Strong knowledge of nutrition and recent developments in the field;
- Knowledge of sound research methods and monitoring and evaluation standards;
- Understanding of donor policies, strategies, and programme priorities;
- Advanced computer skills with at least intermediate proficiency in windows based word processing, spreadsheet and nutrition/public health software (i.e. EPI Info);
- General knowledge of UN system policies, rules, regulations and procedures governing administration is highly desirable;
- In-depth knowledge of relevant field of specialization (nutrition, public health, development or other) is an asset.
- Familiarity with quantitative and qualitative health/nutrition survey techniques is an added value.

Language:
- Working knowledge (proficiency/level C) of French and at least intermediate knowledge (level B) of English.
