AGRICULTURAL AND RURAL FINANCE SPECIALIST, AFGHANISTAN

We are currently seeking a short-term Agricultural and Rural Finance Specialist for the ongoing USAID-funded Afghanistan Agricultural Credit Enhancement (ACE) program, which works with the Afghanistan Ministry of Agriculture, Irrigation and Livestock (MAIL) to provide credit to small commercial agricultural producers. The Agricultural and Rural Finance Specialist will work with a local lending team to help develop their technical skills in packaging and presenting agricultural loans and in assessing loans’ financial feasibility and credit evaluation. The Specialist will also prepare the local lending team to take the lead in loan generation, assessment and presentation. This assignment will be based in Kabul, Afghanistan.

Responsibilities:

  • Process and evaluate loan applications on a rolling basis. Responsible for meeting regional lending targets by supporting local lending officers with loan applications.
  • Lead efforts to mentor and train the local lending team in best practices in agricultural and rural finance/lending.
  • Ensure that theoretical knowledge and skills learned during credit-training classroom work are sustainable and appropriately applied in everyday work.
  • Assist the local lending team in market assessment, financial statement and cash flow analysis, structuring loans and collateral, pricing and interest calculations, overall risk analysis, loan documentation and preparation and presentation of credit proposals.


Qualifications


Qualifications:

  • Master’s degree in finance, economics, agriculture or a relevant field is required.
  • Minimum 5–7 years of practical experience in agricultural lending or rural finance is required; experience in the private sector and/or with private banks is preferred.
  • Demonstrated experience providing training on loan package applications and credit committee presentation is required.
  • Strong presentation and leadership skills are required.
  • Strong command of financial analysis tools.
  • Previous experience with USAID-funded projects.
  • Fluency in written and spoken English is required.
