Position Title:  A Senior and a Junior Strategy Development Specialist
INBAR Unit: INBAR Headquarters
Reporting to: Dr Coosje Hoogendoorn – Director General
Location: Beijing, China
Terms of Employment: 6 to 8 months consultancy contracts, starting no later than March 2013

The International Network for Bamboo and Rattan will be reviewing its achievements and develop a new strategic framework in 2013. INBAR is an intergovernmental organization with now 38 member countries from Asia, Africa and the Americas. With its member countries and over 100 partners INBAR aims to improve the global social, economic and environmental benefits of bamboo and rattan resources within the framework of inclusive and green development (www.INBAR.int).
The Strategy Development Specialists will support an internal review and strategy development team in INBAR and will play a key role in the internal evaluation of the organization, by collecting quantitative and qualitative data on INBAR programme results, analyzing the impact of the organization since its last general review that took place in 2005, and providing input in the new strategic framework of the organization. The specialists will work from INBAR’s Headquarters in Beijing, China.

They will
  • Actively collect and compile the outputs of INBAR, both quantitatively and qualitatively, through report analysis, site visits and targeted interviews
  • Analyse the INBAR outputs to describe the impact of the organization from 1997, but mainly from 2005 to date, as well as the expected impact and impact pathways of the organization for the near future
  • Develop with the organization the new 15 year strategy.
  • Assist with the communication of the review and the new strategy to INBAR’s stakeholders (member countries, funding partners, communities, private sector, policy makers, and general public), through the INBAR website, reports and other means as appropriate.

Required qualifications
  • Educational profile and working experience in intergovernmental organizations, evaluation and strategy development, and/or project management
  • (Senior position) Demonstrated experience with monitoring/evaluation and developing strategy of programmes financed by international donors
  • Excellent English speaking, writing and editing skills, knowledge of any of the other 3 INBAR language (Chinese, Spanish, French) an advantage
  • Effective team worker in a multicultural environment and able to deal with tight deadlines
  • Proven ability to work effectively across societies – from government officials to communities
  • Willingness to travel for data collection to independently to selected INBAR offices and project sites
  • Inspired by the opportunity to work in and to contribute to the effectiveness of an international, intergovernmental non-profit organization dedicated to sustainable development
  • Preferably already based in Beijing, China
