REVENUE WATCH INSTITUTE
POSITION AVAILABLE
CHIEF FINANCIAL OFFICER
May 2013

The Revenue Watch Institute (RWI) is a non-governmental organization that promotes responsible management of oil, gas and mineral resources for the public good. Too often natural resource wealth results in waste, corruption and poverty, instead of growth and development. With effective revenue management, citizen engagement and government accountability, natural resource wealth can drive economic growth and development. RWI provides expertise, funding and technical assistance to help countries realize these benefits. Please visit our website for more information: www.revenuewatch.org.

Over the past six years, RWI has built an outstanding reputation as a leader and change maker in the field of natural resource governance. Its resources, staff and overseas offices have been growing considerably. Under the leadership of the new president, with an organizational review and new partnerships underway, RWI is entering an exciting new phase, ready to seize significant opportunities and address broader development challenges in the field. RWI has been relying on outsourced financial and back office support; now we are aiming at attaining full administrative and operational independence. We are looking for a Chief Financial Officer (CFO) to make that happen.

The CFO will play a broad and strategic leadership role in RWI’s growth and development. S/he will serve as a financial advisor to the President, the RWI executive management team, the Governing Board and its Audit and Finance Committee on matters relating to financial status, risk management and long-term planning. In addition, the CFO will provide management oversight and ensure the quality and continual improvement of RWI’s financial operations and systems, including budgeting, accounting, cash management, auditing, donor reporting, and contracts and grant management.

Essential Duties and Responsibilities:
• Advise executive management and Governing Board members on financial and organizational effectiveness matters, risk management and the implications of decisions and long-term plans.
• Provide strategic guidance and leadership to establish the policies, processes and systems necessary to manage the organization’s fiscal and administrative operations in an effective and efficient manner.
• Manage all financial operations of the organization including tax, accounting, bank relationships, treasury, cash management, payroll, forecasting, and risk management activities to ensure compliance with all regulatory requirements.
• Oversee compliance with policies and procedures to ensure best practices.
• Foster a collaborative working relationship across the organization to ensure effective budget preparation, monitoring of budget variances and linking actual results back to strategic priorities established by the RWI’s Governing Board and the executive management team.
• Work in partnership with fundraising and development staff to ensure responsible tracking of funds raised and spent.
• Prepare timely and accurate financial reports for the executive management team, the Governing Board and its committees.
• Lead audit preparations and manage the ongoing relationship with the external auditors to ensure compliance with all regulatory requirements.

Education/Experience: Bachelor’s degree from a four-year college in finance or accounting and CPA designation.
• An MBA or equivalent advanced professional degree is strongly preferred.
• 10-15 years of hands on experience in finance or accounting management, including 5-7 years of in-depth financial management experience working with or for the international non-profit sector.
• Additional experience working across operational functions – human resources, grants management, compliance, fundraising and administration preferred.
• Demonstrated fiduciary experience and in depth knowledge of accounting rules including those specifically focused on non-profit organizations, and broad knowledge of IRS regulations relating to U.S. public charities. Experience managing U.S. and EU government funds preferred.
• A track record of process improvement, in addition to setting long-term financial goals.

Skills Required:
• Demonstrated critical thinking and expertise in designing financial management strategies.
• Strong and proven organizational and leadership skills; comfortable with a high level of visibility, responsibility and accountability.
• Exceptional interpersonal and communications skills and the ability to develop positive and productive relationships and decisively build buy-in across the organization.
• Ability to generate ideas, initiate actions and follow them through.
• Ability to work independently on multiple tasks and projects, and prioritize workflow to meet critical deadlines whilst paying attention to important detail.
• Adept at employing new technologies and advanced technical knowledge of one or more modern, widely-used not-for-profit general ledger/accounting software systems.
• Ability to analyze financial data in a global office environment.
• High ethical standards coupled with respect for, and commitment to, the mission of the organization.

Work Environment and Physical Demands:
Essential functions are typically performed in an office setting with a low level of noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
