Background Information
In 1994, the 20-year Programme of Action (PoA) of the International Conference on Population and Development (ICPD) was adopted in Cairo to address the critical challenges and interrelationships between population and sustained economic growth in the context of sustainable development and human rights. General Assembly Resolution 65/234 on the follow-up to the ICPD beyond 2014 mandates UNFPA, in cooperation with all relevant organizations to “undertake an operational review of the implementation of the Programme of Action on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues". The post described therein, will be part of the technical team of the secretariat put in place by UNFPA to carry out the 20-year Operational Review (OR) with the objective of assessing progress and achievements of ICPD PoA implementation since Cairo.
Organizational Setting:
The Data Specialist post is located in the ICPD Beyond 2014 Secretariat and reports to the Technical Adviser. The Data Specialist post provides technical support in the area of data organization and management, for the overall ICPD Beyond 2014 Operational Review (OR), particularly the ICPD Beyond 2014 Global Survey. In all activities, s/he fosters collaboration with other Team staff, with the Technical division, with the Programme Division, with Regional Offices (ROs); and with the UN Regional Economic Commissions (UNRECs) which are key partners in the country consultation. The primary role of the Data Specialist is to set up and manage the global survey data base.
Major Activities/Expected Results:
• Acts as administrator of the Global Survey database, • Oversees the functioning of the ICPD beyond 2014 Global Survey Database and ensures best practices and sound methodology in data entry, management, analysis and information sharing. • Provides support services to the ICPD Beyond 2014 Operational Review around training, data production and dissemination of the Global Survey database. • Facilitates the coordinated management of all information and data emanating from the survey, reviews, evaluations, and other assessment activities that are part of the Operational Review. • Liaises with data production partners (DESA, UNICEF, UNESCO, etc.) the timely extraction / migration of data on indicators. • Provides guidance and support in data sharing and access for partners in the Operational Review, namely ROs and UNRECs. • Ensures adequate access to, and archiving of all data, manuals, and other products on the operational review in general and global survey in particular. • Support the lead author of the Global Review Report, as well as lead authors of the Thematic Reports, in data analysis, report drafting and presentation. Specifically, this includes but not limited to: cross-tabulation of the ICPD Global Survey data with CIP and non-CIP indicators, analysis of data from external surveys (such as the World Value Survey), trend analysis of major outcome and process indicators, data dissemination using tables, charts and maps and/or other visualization tools, manuscript preparation, etc. • Compile and update databases for Country Implementation Profile (CIP) indicators and non-CIP indicators. This includes liaising with various data production agencies, downloading (or obtaining) data sets, formatting and adding them to the existing ICPD databases, etc. • Organize and participate in thematic meetings for the ICPD Beyond 2014 review process, including working with different partners to produce inputs for the thematic conference on indicators; • Contribute to the preparation of the regional population conferences and participate as UNFPA staff to backstop either the negotiations or the technical discussions of the conferences; • Provide the ICPD beyond 2014 Secretariat with other data-related support;
Contribution to Research activities
• Assists in the design of the global survey tools • Contributes to the refinement of the Indicators framework of the Operational Review database, to ensure quality and accuracy • Contributes to the elaboration of the coding manual, and guidance note for data coding and data entry; • Trains, supports and supervises, in close collaboration with the ICPD beyond 2014 Senior Technical Adviser, the team of data coders/entry, ensuring means to reduce errors, and to ensure validation and internal consistency; • Manages the data and produces tabulations as requested by the ICPD beyond 2014 team; • Contributes to the identification, development, and management of the research opportunities from the indicators data base
The Data Specialist will also provide the ICPD beyond 2014 Secretariat with other data-related support,
Carry out any other duties as may be required by the O-I-C of the ICPD beyond 2014 Secretariat or Technical Adviser.

Job Requirements:
• Advanced university degree in statistics, bio-statistics, demography, or other related field with experience in database management, especially in the field of population and development required; • 5 years of professional experience, and strong technical knowledge and expertise in data organization and management, especially in the field of population • Extensive network within the academic and development community; • Field experience is an asset. • Fluency in English is required. Working knowledge of another official UN language is desirable.
