GIS/IT Specialist


Development & Training Service, Inc. (dTS) in seeking qualified GIS/IT Specialist candidates for an anticipated USAID-funded monitoring and evaluation project in Bangladesh. The goal of the project is to develop and implement a Monitoring and Evaluation (M&E) system that will enable USAID/Bangladesh’s Economic Growth (EG) Office to effectively use performance information in decision making and fulfill its performance monitoring, evaluation, reporting and information dissemination requirements. As the EG Office supports both Feed the Future (FTF) and Global Climate Change (GCC) activities, there will be an overarching emphasis on two specific development objectives: 1) Improving Food Security; and 2) Improving Responsiveness to Climate Change.
ROLE AND RESPONSIBILITIES The GIS/IT Specialist may:  Collect geographical information: Capture the location of 'assets' such as bridges, street lights, road barriers, flood defences and so on using GPS tools in the field for private companies, government agencies and local authorities Conduct desk-based data capture (digitizing) to convert paper maps to GIS datasets, for example  Lead the storage, analysis and presentation of geographical information: Creating and maintaining the structures necessary for GIS data storage Developing the tools for loading/transferring GIS data between different systems Manipulation, analysis and presentation of geographical information by creating programs to convert GIS information from one format to another Developing internet applications to present GIS data and tools on corporate websites Using tools to join together different GIS datasets and create new information or investigate patterns, e.g. estimating the number of people potentially affected by flooding, using population growth figures and planning information to estimate increasing/decreasing demand for school capacity, or calculating the number of potential customers for a new supermarket and predicting buying patterns based on socio-economic factors
 Investigate new and improved database management technologies and/or services  Recommend adoption of developments in order to meet current and future customer requirements  Develop and maintain data models and produce database design schema for new and existing application integration efforts  Design, manage and implement major software projects; develop requirements and specification for IT systems  Plan, coordinate and execute studies to determine the feasibility, practicality, and requirements for new information systems or for modifications to existing systems  Develop strategic IT plans, ensuring compliance with all applicable regulations QUALIFICATIONS AND EDUCATION REQUIREMENTS  Bachelor’s degree in geography, planning, computer science, engineering, GIS, or a related field is required. Master’s degree strongly preferred.  A minimum of five years of relevant experience, preferably working on international donor-funded projects in developing countries  Excellent writing and communication skills  Fluent English language skills required
