Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
Responsibilities
Under the authority and supervision of the Chief of Human Resources, the incumbent provides support and advice to the Chief on a whole range of human resources matters, including but not limited to recruitment and staffing activities of the Tribunal, performance management, planning, development and implementation of personnel management policy, training and development, budget management and forecasting and/or staff administration. Deputizes for the Chief when necessary. Provides advice and support to managers and staff on human resources related matters. Continually develops and manages the Tribunal's recruitment strategy and schedules. Reviews recommendation on the selection of candidate by client offices. Prepares job offers for successful candidates. Ensures completion of required reference checks and related employment clearances. Advises on classification of jobs in Professional, General Service and Field Service categories and drafting of related terms of reference/vacancy announcements. Provides advice on the development, interpretation and application of policies, regulations and rules, maintaining alignment with the UN common system policies and practices, including job classification standards. Reviews and provides advice on exceptions to policies, regulation and rules. Supervises and monitors the work of the HR Assistant(s). Carries out research and drafts administrative issuances, Assists in preparing policy papers, position papers and briefing notes on human resources related issues. Advises on complex cases related to salary and related benefits, travel, and social security entitlements and makes recommendations in this regard on the basis of contractual status. Reviews policies, procedures and systems and recommends changes as required. Reviews and recommends level of remuneration for consultants and individual contractors. . Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). Assesses training needs, identifies, designs and delivers training programmes to staff. Prepares special reports and participates and/or leads special human resources project. Keeps abreast of developments in various areas of human resources. Perform other duties as required.
