Systems Analyst (P-3) - International Criminal Court | Netherlands

Duties & Responsibilities
The International Criminal Court is an eCourt that utilizes electronic systems for all its legal process including investigations, hearings, analysis and disclosure. The Information and Communications Technologies Section provides technical support for these solutions within an environment highly focused on information security, information integrity and availability.
The Information Services Unit is a central service provider for information systems development, maintenance and application support within the ICC.
Under the Supervision of the Head of Information Services Unit the incumbent will perform the following duties:
  •  Act as Team leader for the Judicial Systems Support team.
  •  Provide technical and business related consulting on projects relating to the Electronic Court System (ECOS) software development and maintenance.
  • Elicit, specify, and validate the needs for information systems of project stakeholders. This includes interviewing and interacting with the court organs (Presidency; the Chambers; the Office of the Prosecutor and the Registry)
  •  Gather and analyse data in support of business cases, proposed projects, and systems requirements and gain organizational commitment for all systems and software plans.
  •  Manages projects involving feasibility studies, systems analysis, design, development and implementation of software based on proven project management methodology.
  •  Develops detailed system and other functional specifications and user documentation and determines applications systems integration and linkage issues.
  •  Researches, analyses and evaluates new technologies and makes recommendations for their deployment.
  •  Liaising extensively with internal clients and external services suppliers
  • Manage organization's application portfolio including software licenses management in coordination with Configuration Manager.
  •  Develop Standard Operating Procedures on his area of responsibilities and provides input for the overall governance and compliance of the Court IT systems
  •  Conduct training sessions and demonstrations of systems for users.
  •  Perform other duties as required.
