PhD Researcher - Tilburg University | Luxembourg

TILEC is looking for a PhD researcher in the broader areas of competition law and the regulation of heath care markets. TILEC's research program for the period 2012-2017 focuses on the governance of economic activity. Within this broader field, TILEC has traditionally produced cutting-edge research in the areas of competition law and health care markets regulation. More specifically, TILEC aims to investigate the design and application of competition policy to the healthcare market, paying special attention to the way in which economics can be integrated into the competition policy framework, while retaining the prime features of a sound legal system. At the same time, TILEC research also focuses on the sector-specific regulation of the increasingly liberalized healthcare market. In this context, introducing competition to enhance efficiency often raises concerns about diminished solidarity, which can be expressed in terms of physical access to health supply for all (spatial solidarity),financial solidarity (income transfers from rich to poor), age solidarity (between old and young) or health solidarity (solidarity from healthy to ill), each with different interactions with competition. Within this framework, the selected candidate wil investigate the challenges for an increasingly liberalized healthcare market from a competition law perspective. In this respect, applicants interested on healthcare regulation and competition law (including state aid, services of general economic interest and public procurement) at the EU level as well as comparative approaches among various national healthcare systems are particularly encouraged to apply. The work of the PhD researcher will be closely supervised by the senior TILEC Members working on the regulation of healthcare markets.
In particular the successful candidate is expected to:
- perform academically path-breaking research in the area of health care markets regulation, alone or in collaboration with the TILEC senior members working on this area;
-actively contribute to the materialization of the objectives of the research area on healthcare markets, as described in the TILEC research program 2012-2017;
- contribute to the dialogue between the disciplines of law and economics, especially through contributing to interdisciplinary research output;
- assist in the preparation of research grant applications at the national and EU levels;
- become an active member of TILEC, especially by participating in TILEC events and activities, and presenting and discussing research output regularly with the research group;
- if requested, contribute to the educational programs of the Department of European and International Public Law (EIP).
Your profile
Applicants must have:
- a bachelor degree in Law and/or Law and Economics;
- a specialization (Master's degree) preferably in the areas of competition law, law and economics, EU law or health law, with a genuine interest in the latter;
- multidisciplinary and explorative mind-set;
- strong analytical skills;
- affinity with analyzing case-law in the context of competition and regulation and an interest in analysis of multiple jurisdiction;
- perfect command of English, both written and spoken. Knowledge of Dutch and other languages would be an asset, but is not required;
- ambition to perform top-level research, publish in highly rated international academic journals and assist in the organization of high-level academic events in the field of healthcare;
- ability to work autonomously and interest in interacting and delivering within a group in a multidisciplinary, international environment.
Employment terms and conditions
Conditions of employment Tilburg University is rated among the top of Dutch employers and has excellent terms of employment. The selected candidates will initially be appointed for 16 months. Upon positive evaluation after one year, the contract will be extended up to three years and 2 months. Selected candidates will be ranked in the Dutch university employment system (UFO). The starting gross salary is € 2062,- per month (for a full-time appointment) based on the PhD salary scale of the Collective Labour Agreement (CAO) Dutch Universities. Researchers from outside the Netherlands may qualify for a tax-free allowance equal to 30% of their taxable salary. The university will apply for such an allowance on their behalf. The university offers very good fringe benefits (it is one of the best non-profit employers in the Netherlands), such as an options model for terms and conditions of employment and excellent reimbursement of moving expenses.
