Policy Officer, Universal Access Project

Overview:

The UN Foundation currently leads the Universal Access Project (UAP) – an initiative to Strengthen US Leadership on International Reproductive Health and Family Planning (IRH/FP). The larger goals are to achieve implementation of the International Conference on Population and Development Programme of Action and Millennium Development Goal 5 to improve maternal health and reproductive health.
The Policy Officer of the UAP will work as part of the Women, Girls and Population program to advance the policy and advocacy goals of the project and overall efforts to encourage all nations to fulfill their ICPD and MDG obligations in service of achieving the global goal of universal access for reproductive health and women’s rights.

Responsibilities:

Advocacy Strategy and Implementation
  • With the Director, develop and implement UAP’s policy and advocacy strategy in the short and long term including by identifying and implementing opportunities, challenges and course corrections as needed.
  • Lead existing and develop new policy initiatives to advance UAP goals and contribute to monitoring and evaluation efforts and reporting as required.
  • In partnership with the Better World Campaign, execute advocacy strategy and monitoring of U.S. legislation and policies relevant to US IRH-FP assistance and foreign assistance more broadly, provide written analysis of legislation and other policy documents, and follow additional policy topics at request of the Director.
Engage with UAP Grantees
  • Contribute to team’s grant-making efforts, including preparation and review of grantee proposals and analyze, evaluate and compile results of grantee projects and policy outcomes through collection of grantee reporting.
  • Manage work with external consultant to ensure coordination of UAP grantees and develop scope of work and manage consultants/contractors on additional special projects.
Support the Steering Committee of Funders
  • Provide staff support to UAP to coordinate an external Steering Committee comprised of donors and other experts (ex. plan and execute quarterly conference calls and meetings, including identifying speakers and topics of interest, draft materials and share resources of interest). 
  • Support writing of proposals and reports, including UAP’s quarterly business plan report and development of annual business plan.
  • Assist with cultivating and securing additional donor support
Overall
  • Provide day-to-day management of relevant Women, Girls and Population content deliverables for internal and external purposes, including the creation and/or approval of talking points, briefing notes, policy analysis, blogs, press releases and statements, external one-pagers, web content, etc.
  • In close collaboration with the Special Events team and Policy Associate, organize and facilitate events related to reproductive health and family planning and/or with the US government for key stakeholders and policy audiences.
  • Support overall Women, Girls, and Population advocacy and policy strategy and coordinate closely with team on the adolescent girl portfolio as it relates to U.S. leadership on reproductive health and family planning.
  • As requested by the Director, interface regularly with existing and build relationships with new partners, including the U.S. government, UN, non-governmental organizations, and other private sector partners, and represent UAP at relevant coalition meetings, conferences, workshops, and other events.

Selection Criteria:

  • Advanced degree preferred in public policy, international development, public health, international affairs, law, or other relevant field
  • At least 5 to 10 years relevant professional experience in policy and advocacy and/or experience working for the US government.
  • Background in one or more of the following preferred: reproductive and sexual health and rights, global health issues, international development, and human rights.
  • Experience with identifying and engaging key constituencies to influence global health policy.
  • Results-oriented, with ability to design, implement, and evaluate projects.
  • Excellent research, writing, and editing skills.
  • Experience working in an NGO and/or with coalitions of diverse stakeholders advocating for a common goal.
  • Familiarity with the UN agencies, particularly the United Nations Population Fund (UNFPA)
  • Strong skills working in coalition and teams -- collaborator, problem solver; strategic thinker; relationship-builder; strong inter-personal skills; sense of humor; attention to detail; and ability to work under pressure.
  • Flexible, able to juggle multiple priorities simultaneously, have patience, be a self-starter, and able to respond and adapt quickly to changing situations.
  • Ability to work under pressure and handle stress.
  • Ability to meet regular attendance / tardiness policy.
