Abt Associates is recruiting for a potential health project that aims to develop and implement a comprehensive and integrated approach to addressing the needs of disabled populations in Danang, Vietnam. The USAID-funded program will use a case management approach and enhance the availability of surveillance data for helping public health officials identify and address the most prevalent forms of disability. The program will also include health assessments in Bien Hoa and Phu Cat, and implement follow-on activities based on the findings of the assessments.

The Chief of Party (Project Leader 12) will be based in Danang, and will report to the project’s Portfolio Manager in Abt’s Bethesda headquarters office. S/he will provide leadership, management, and strategic direction to all project activities to ensure the efficient use of resources and achievement of results and project expectations.

Specific duties and responsibilities include the following:

  • Establish and maintain close working relationships, partnerships, and coordination with the Government of Vietnam (including local authorities), various government ministries, USAID-funded partners, and other stakeholders and partners, including non-USG donors;
  • Guide senior technical staff and build project team to ensure the responsiveness and quality of all project work.
  • Ensure effective planning, management and timely implementation of programs in collaboration with USAID, partners, and key stakeholders.
  • Oversee development of annual work-plans, budgets, reports, and other deliverables, ensuring all are on time and of high quality;
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control; ensure quality of all project activities;
  • Ensure that project budget projections, expenditure, tracking and reporting are in accordance with USAID requirements, procedures and practices;
  • Establish processes and capabilities to ensure documentation and dissemination of project results/activities;
  • Act as the liaison, on behalf of the project, with the Government of Vietnam, USAID officials and staff at Abt Associates’ Headquarters in Bethesda, MD;
  • Provide regular status and progress reports to USAID and Abt Associates;
  • Coordinate with Abt Associates’ headquarters staff to assure that all managerial and administrative matters are communicated and activities comply with the provisions of the contract and with USAID requirements.
  • This position will be based in Danang, and will have final authority within the project team for decisions related to technical, management, and resource allocation and personnel issues and will be accountable for the successful implementation of all aspects of the project.

Qualification requirements include the following:

  • Master’s Degree (minimum) in public health management, public administration, international development, or related discipline is required
  • 10-15 years of experience working in public health in developing and/or transitional countries with at least 8 years of experience in a management position for a public health development project, preferably in South East Asia.
  • Specific understanding of issues relevant to incorporation and inclusion of People with Disabilities into society, health systems strengthening, development of surveillance systems and/or screening and identification of birth defects.
  • Demonstrated ability to work well with senior colleagues, particularly to interact productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and other donor organizations.
  • Manage large complex programs;
  • Work collaboratively across technical disciplines;
  • Ability to set priorities, multi-task;
  • Communicate effectively in English orally and in writing;
  • Experience in Vietnam is preferred.
