Statoil seeks an experienced advisor for the position as Lead Domestic Public Affairs Advisor of its Washington DC office, reporting to Statoil's Vice President for U.S. Government Affairs. The successful applicant will focus on domestic and energy policy matters relevant for Statoil's North America position. The Washington office serves as the company's primary liaison with the U.S. government and is responsible for advising management on federal legislative, regulatory, and policy developments impacting Statoil's business interests.

The Washington Office is responsible for:

- Developing and maintaining relationships with U.S. legislative and executive branch officials to further Statoil's business objectives and support the company's positions

- Establishing a network within Washington's international and diplomatic community

- Enhancing Statoil's reputation and knowledge about the company with key governmental and non-governmental stakeholders

- Providing support for Statoil's business and corporate needs on selected issues

- Interfacing and building internal networks with relevant business units

- Gathering information to support corporate decision making

Job description

  • Monitor and analyze relevant legislative proposals and executive actions related to U.S. domestic and energy policy relevant for Statoil’s North America business
  • Advise Statoil's business units and corporate staff on potential implications of said U.S. policy
  • Assess trends in U.S. domestic policy relating to energy, environment, investment, sanctions, and fiscal matters
  • Draft position statements on energy, domestic political and economic issues of importance
  • Promote the company's North American interests and advocate positions with the US government and other relevant stakeholders
  • Develop and maintain a detailed issues list and stakeholder outreach plan
  • Expand relationships with external consultants and think tanks
  • Present periodic "Washington updates" to management and business units
  • Main job interfaces:
  • US Federal administration and agencies primarily in the energy branch
  • Congressional representatives and their staff
  • Think tanks and external Statoil advisors, with a focus on DC based entities
  • Similar functions in peer companies
  • Statoil business lines responsible for North America business ventures
  • Internal counterparts in own line, political analysis, Brussels and Oslo offices

Qualifications

  • Bachelor's degree required
  • Master's or advanced degree preferred (experience may serve as a substitute)
  • Educational background may include: international affairs or relations; political science; law; public policy; political economy
  • 10+ years of professional experience working in government, private sector, a multi-lateral institution, academia/think tank, or other relevant organization
  • Experience with energy issues, particularly oil and gas, is a plus
  • Must be willing to be a registered lobbyist
  • Some travel will be involved, particularly to interface with international business units and attend relevant conferences and corporate events
