Civil Society Partnerships - Researching, Analysing, and Documenting UNICEF engagement with Community-based Organizations

Purpose:
The purpose of this consultancy is to probe the extent to which UNICEF works with Community-Based Organizations (CBOs) across diverse contexts and thematic areas and the relative success and effectiveness of these engagements. The final product will consist of an analytic report that includes recommendations for more efficacious CBO engagement and establishes an evidence base that will inform the second phase of this project- the development of guidance on how to manage the risks and overcome the barriers sometimes associated with CBO engagement. In particular the consultant will conduct research with the aim of addressing the following questions:

• To what extent and how successfully does UNICEF work with CBOs?
• Does working with CBOs help reach marginalized/deprived communities?
• What are the risks in engaging CBOs to meet programmatic objectives? and how are they managed UNICEF, if at all?
• To what extent has UNICEF been successful in building the capacity of CBOs?
• Is engaging CBOs cost effective compared to partnering with larger or more established CSOs ? What is the “value for money” in working with CBOs compared with other actors UNICEF engages?
• How are CBO partners chosen and how are the risks and barriers to engagement managed?

Key competences, technical background, and experience required:
• University degree in the social sciences. Graduate degree in International Relations, Social Sciences or related field.
• 10-15 years pertinent, professional work experience and previous experience with UNICEF or other UN agencies required.
• Advanced proficiency in qualitative research.
• Excellent analytical, research, writing, and communication skills.
• Knowledge of “good practices” in the area of programme or project design and management.
• Proven ability to translate research findings into policy recommendations and practical guidance.
• Knowledge of UNICEF priorities and civil society actors in development context
• Experience conducting research and evaluations in developing country context, ideally with respect to CBOs
• Excellent communication and interpersonal skills.
• Ability to work independently, demonstrate initiative, and produce results.
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
• Fluency in English and French proficiency
