Consultants for Evaluation of UNICEF Integrated Health Systems Strengthening (IHSS) program;, Sub-Saharan Africa

In late 2007 UNICEF received a CDN$105 million grant from CIDA for child survival activities in selected African countries as part of the “Catalytic Initiative (CI)” partnership. The Catalytic Initiative “Integrated Health System Strengthening” (CI/IHSS) program aims to intensify efforts to achieve MDGs 4&5 by supporting and developing the capacity of country-led systems to deliver a package of proven, high-impact and cost-effective interventions to disadvantaged children and pregnant women to dramatically reduce child and maternal mortality in Africa and Asia. As part of the CI, the Canadian International Development Agency (CIDA) supports the UNICEF Integrated Health Systems Strengthening (IHSS) program.

The two strategic objectives of the IHSS program are to: 1. Strengthen health systems (including planning, implementation and monitoring/health surveillance); 2. Support and build capacity of government and/or civil society organizations to train, equip, deploy, and supervise front-line health workers to deliver a limited package of proven, high-impact and low-cost health interventions.

Position Summary: MSI is seeking a small team of Health Evaluation Consultants for an upcoming UNICEF-funded evaluation of this IHSS Program. The effort will encompass separate evaluations of the IHSS program in 6 countries: Ethiopia, Ghana, Malawi, Mali, Mozambique, Niger; and one overall evaluation of the IHSS program across these six countries.

The evaluation questions will cover Relevance; Effectiveness; Impact; Cost Efficiency; and Sustainability. The scope, indicators and methodology are largely pre-defined, and secondary data provided is considerable; primary data to be collected will largely be collected via Key Informant Interviews, so some travel may be required.

The estimated LOE will be 45 domestic work days; and 25 work days overseas (not including travel time). There will be an Inception Phase, Execution Phase, and Delivery Phase, with final presentations both in-country and to UNICEF HQ in NY.

Evaluation Team Responsibilities: 1. To assess the effect of the IHSS program on strengthening the health system 2. To assess the effect of the IHSS program on capacity of government and/or civil society organizations to train, equip, deploy, and supervise front-line health workers to deliver select interventions 3. To assess the effect of the IHSS program on coverage of select MNCH interventions 4. To estimate the number of additional lives saved by the IHSS program using the Lives Saved Tool (LiST).

Qualifications:

Strongly Preferred:

· Demonstrated technical experience in one or more of the following areas: large-scale (national) health program evaluation design and management; MNCH and nutrition technical expertise; survey/ instrument design; data collectors/interviewers; data analysts; and report writing. · a Masters or Advanced Degree (Ph.D. desirable) in epidemiology, statistics, or demography; · at least 10 years of progressively responsible professional work experience at national and international levels in conceptualizing, designing and implementing evaluations and/or research of large-scale child health programs in developing countries; · proven publication record, preferably peer reviewed papers and journals; · experience in analysis of household surveys; · demonstrated ability to produce high quality evaluation and/or analytical reports; · excellent spoken and written fluency in English

Preferred: · familiarity with the Lives Saved Tool; · familiarity with UNICEF’s work and the countries included in the evaluation; · excellent spoken and written fluency in French or Portuguese · proficiency in various MS Office © applications (Excel, Word and Powerpoint).
