Deputy Chief Of Party, Afghanistan

Tetra Tech ARD, (Http://www.ardinc.com) requests expressions of interest from highly qualified Deputy Chief of Party candidates for a potential USAID funded project in Afghanistan. The goal of the Irrigation and Watershed Management Program (IWMP) is to expand and strengthen Afghan government and community-level capacity to better manage water resources to improve agricultural production and productivity.

Qualifications:

• Master’s degree or higher in hydrology, water resources management, or related field;
• At least 5-7 years of progressively responsible experience in managing and implementing large donor-funded agriculture and/or water management programs, particularly in transitional, conflict or post-conflict countries;
• Experience with dry land water management and quality control systems and design;
• Demonstrated experience with host-government and private sector partners in planning and evaluating agriculture and water resources management programs;
• Demonstrated expertise in agricultural production, dry land and/or irrigated agriculture, water resources management in agriculture, or agronomy;
• Prior experience as a Team Leader for projects with similar complexity in Afghanistan or other transitional, conflict or post-conflict countries;
• Excellent interpersonal skills and demonstrated ability to motivate staff to be accountable for program outcomes.
• Professional Fluency in English in speaking, reading, and writing required. Dari or Pashto proficiency desirable.
• Excellent interpersonal and written communication skills. Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues.
