East Africa-Energy Experts

Alter Modus International (AMI) seeks a Mid- and Senior- Level Energy Sector Expert for a short-term assignment for evaluation of the Powering Progress Project (PPP), USAID/East Africa. We are planning an end-of-project performance evaluation for our technical assistance project to the East African Power Pool. The evaluation is expected to between mid June and end of July 2012.

The specific PPP objectives are:
1) To develop a legal mechanism for electricity trading among electric utilities in the region through a consultative process;
2) To increase the capacity of the East African Power Pool (EAPP) to operate and manage a modern power pool; and
3) To increase private sector investment in electricity by addressing specific policy and regulatory barriers.
We are seeking international experts with specialties in one or more of the following areas:
Energy Sector Capacity Building (training development, coalition building, capacity needs assessment)
Renewable Energy
Energy Access (Off-grid renewable energy)
Energy Efficiency (buildings and industry)
Clean Energy Finance
Energy Policy
Energy Sector Workforce Development
Communications and Public Outreach (in the energy sector)
Demand Side Management (DSM)
Energy Sector Data, Modeling and Analysis
Green Buildings
Gender in Energy
Qualifications:
Advanced degree in Engineering, Economics, Energy Management, Public or Business Administration, or a related discipline
Minimum 7 years in at least one of the energy sector areas listed above
Extensive prior experience with USAID, World Bank, GIZ, or other donor-funded projects
Extensive experience in program management, institutional strengthening, and/or capacity-building
Fluency in English required
