Higher Education Reform Expert – Kyrgyzstan Collaborative Governance Program

Eurasia Foundation (EF), a US-based public charitable organization promoting civil society development, independent media, and good governance is accepting applications for a Higher Education Reform Expert for an anticipated five-year, $8 million Collaborative Governance Program (CGP) in Kyrgyzstan.
The goal of CGP is to foster effective collaboration between civil society and the government of Kyrgyzstan to deliver services, resulting in a more responsive and accountable government as well as a credible and sustainable civil society. The program will consist of three components: promotion of government support for social procurements; capacity building support for civil society; and civic advocacy and government oversight.
This is a short-term assignment, based in Kyrgyzstan, and is contingent upon funding.
Summary of Responsibilities
·Assess the relevance of current post-secondary curriculum to the needs of Kyrgyzstan’s non-profit sector; conduct workforce needs assessment.
·Support the design of university-level courses in areas including program management, non-profit accounting, civic activism and public health.
·Assist in developing standards for degree programs in non-profit management.
·Contribute to the design of on-line learning platforms and resource centers.
Summary of Qualifications
·Technical expertise in higher education systems in NIS countries, civil society development, non-profit management, and curriculum design.
·At least five years of international experience.
·Experience working with USAID programs.
·Fluency in English required; Kyrgyz or Russian strongly desired.
·Advanced degree in international development, political science or related field preferred.
