The ‘Program Officer (Mobile—World Bank Finances)’, who will report to the Lead Program Officer in CTRKD, will have the following key

responsibilities:
• Manage the World Bank Finances mobility stream and associated tasks
• Innovate, generate ideas, and implement them to keep the app suite fresh and relevant
• Support and facilitate communications and engagement
• Manage development of the Android version of the app
• Manage the updates process to the current apps (iPhone, iPad, Mobile Web)
• Ensure that all versions of the app share data seamlessly and apply the most cross-cutting approaches to the architecture
•Ensure that all documentation is updated
•Influence design decisions and coordinate stakeholder engagement and agreement
•Manage the contract of the mobile vendors
•Manage and work closely with the technical consultant (mobile architect)
•Help generate institutional recognition for our mobility initiative in the Bank
•Connect mobility around development and the Bank's business to help answer " what next" questions
•Initiate pilot to explore the possibilities of using tablets to help with the Bank’s business especially staff who are always on the move
•Initiate pilot to explore the possibilities of enhancing the current citizen reporting features and other new mobile opportunities
•Coordinate with stakeholders if an institutional mobility RFP is initiated
•Continually explore the mobile space, bring in path-breaking yet practical ideas around mobility
• Build and leverage relationships in the mobile space, both internal and external
In the program’s Mobile stream, here are a few ideas the team has been considering:
• Pilot to explore building a mobile ecosystem for citizen reporting (Citizen engagement, Bank staff engagement, Bank Partner engagement)
• More social features
• Cross-platform mobile app framework to use for the current versions
• Advanced geo-tagging of project data through the Projects API
• Expanded scope of data (project, socio-economic, WB Results initiative)
• Flexible data views and filters (filters based on regions, sectors, sub-sectors, themes; views for all data facets from all screens)
• SMS functionality with the option to subscribe to SMS updates, send SMS and receive updates

Desired Skills & Experience
• Master’s or Bachelor’s degree in a relevant discipline with a minimum of 5 years (with Master’s) or 7-10 years (with Bachelor’s) of relevant experience
• Exposure to the mobile and ICT space (preference will be given to candidates who have prior work experience in the mobile space - submit 2 or more descriptive samples of projects done in the mobile space)
• Rich experience in independently managing complex projects
• Should be actively leveraging smartphones/tablets for work/business and should be able to make informed recommendations on an ongoing basis
• Should have a reasonable understanding of issues in mobile app development around native, mobile web, HTML5, mobile messaging, cross-platform development, hybrid development, platforms
• Experience in a data specialist or equivalent role will be an advantage
• Experience in the following will be an advantage:
• Experience in designing/managing/developing mobile apps
• Experience in mobile marketing and social media
• Experience in the use of APIs and web development standards
• Experience working in online analytics and reporting tools
• Prior involvement in mobile, open data, and open government communities
• Ability to use strong interpersonal skills to cultivate productive relationships and partnerships and generate excitement around mobility
• Ability to solve problems with strong investigative and research skills
• Excellent writing and editing skills with a strong command of English and an ability to convey complex ideas in a clear, direct, and lively style
