PSI seeks applicants for the position of Monitoring and Evaluation Advisor to support the successful implementation of the USAID-funded Regional Family Planning/Reproductive Health project in West Africa. The Monitoring and Evaluation Advisor will assist the Chief of Party in the development of monitoring and evaluation systems, and supports staff assigned to the USAID-funded regional project in the collection and use of relevant data. The Monitoring and Evaluation Advisor ensures that systems are in place to facilitate the measurement of the impact and monitoring of project activities. This position will be based in Accra, Ghana and will report to the Chief of Party.
RESPONSIBILITIES:
· Design and implementation ofmechanisms for monitoring and evaluating the effects and impact of the project.
· Application of monitoring and evaluation systems within the project and active participation in the measurement of the project’s impact on target populations.
· Production of quarterly and annual reports according to USAID and PSI procedures on monitoring indicators, project results, outcomes, and impacts.
· Coordination of data entry and processing; and development of a data analysis plan in accordance with reporting requirements.
· Responding to USAID and PSI requests for project data in order to further advance the project and improve data collection systems.
· Regular field visits to support the implementation of monitoring and evaluation tools and adaptation of these mechanisms if necessary.
QUALIFICATIONS:
· Master’s Degree in demography, sociology, biostatistics or a related field or equivalent experience
· 7+ years experience in monitoring, evaluation, and qualitative and quantitative research related to public health programs, with at least 3 years of experience in reproductive health and family planning programming.
· Experience with monitoring and evaluation of projects in West and Central Africa
· Experience in design and implementation of monitoring and evaluation systems and information systems and research on family planning programs.
· Excellent verbal, written, and interpersonal skills.
· Demonstrated experience and familiarity with data analysis tools and with system management databases.
· Strong familiarity with development programs.
· Fluency in English and French required.
