Monitoring and Evaluation for MIDA Somalia in Somaliland

I. Background

The overall objective of IOM’s MIDA Somalia is to contribute to poverty reduction, rehabilitation and socio-economic development of targeted areas of Somalia by enhancing the development role of Somali women in the Diaspora.

Programme Specific Objectives:

• To register interest and initiatives of Somali migrant women residing in Italy to sustain the rehabilitation and development of their country of origin.

• To identify priority needs and investment opportunities in pilot areas of Somalia.

• To assist fine-tuning and support pilot entrepreneurial and/or social projects promoted by Somali women in Italy for local rehabilitation and development in Somalia.

The project is intended to promote the mobilization of human and financial resources of Somali migrant women in Italy for the rehabilitation and development of their country of origin.

II. Monitoring and Evaluation Objectives

IOM would like to conduct monitoring and evaluation of the promotion of financial recourses, the pilot support entrepreneurial provided in Somaliland by the Somali Diaspora from Italy. The monitoring and evaluation report will be based on activities carried out in 2011 in three regions in Somaliland. By identifying what has been performed, how performed impact and effectiveness IOM will be able to adapt and improve its response For MIDA Programme in the future.

III. Project Requirements

To undertake an integrated and interdisciplinary review of the achievements of the programme components and assess the extent of impact and effectiveness of what has been achieved in Somaliland.

More concretely, the monitoring and evaluation report should include: o An assessment of the effectiveness of project activities in contribution to key objectives of the programme. o Assess the impact of project activities on the target group. A specific focus should be put on women who leave at the IDPs camps in Hargeisa, Berbera and Borma.

The Monitoring and Evaluation Consultant/Team expected to perform the following core responsibilities: i. Desk Review of all relevant sources of data and any relevant information for the evaluation. ii. Filed monitoring visits to projects sites. iii. Assessment of current needs in terms of technical assistance to the projects or small additional support (in kind or cash). iv. Shooting of a video to show project results of the project v. Submit the final monitoring and evaluation report to IOM. The final report shall be submitted in three (3) soft copies and one (1) hard copy. Soft copies of data, questionnaires.

IV. The proposal

a) Components:

• Demonstrating organizational strength in carrying out the monitoring and evaluation; • Communication strategy to be employed; • Activity based detailed budget; • Estimated outcome of project activity indicating the methodology to monitor and evaluate the impact of project activities. • Workplan.

b) Qualifications

Team/ staff involved should have at least

i) Languages Skills

• Excellent spoken and written English (and Somali) is a must.

ii) Education

• University degree in social sciences, anthropology, sociology, development studies, or any related field. • Advanced training in research methodologies • Applicants currently pursuing a Phd. or MA are strongly encouraged to apply.

iii) Experience

• Minimum three years experience developing research methodology and/or conducting researches. • Work and/or academic experience focusing on migration, IDPs. • Experience living and working in challenging and/or conflict environments required.

iv) Skills and Competencies

• Computer use including Microsoft Office • Ability to work independently, with flexibility. • Understanding of qualitative and quantitative approaches in social science research. • Exceptional writing and communication skills. • Excellent organizational and multi-tasking skills. • Ability to work under time constraints and deadlines in challenging settings. • Ability to work in multicultural and multiethnic environments. • Ability to take initiative and work independently

V. Selection Process:

Selection process is comprised of two rounds;

Round 1: The best 3-4 proposals will be selected for further review and assessment. The decision will be notified by email as soon as possible.

Round2: The successful Consultant/Team will conclude Memo of Understanding (MOU) with IOM.
