The goal of USAID
Uganda’s five-year (2012-2017) Northern Uganda – Health Integration to
Enhance Services (NU-HITES) project led by Plan International is to
increase the availability and demand for essential health services in 15
project districts while strengthening and improving the overall quality
of Northern Uganda’s health system. IntraHealth is a subcontractor to
Plan International on the NU-HITES project providing technical
assistance in Systems Strengthening and Quality and Performance
Improvement. This position will be located at the NU-HITES project
office in Gulu.
QUALITY IMPROVEMENT (QI) SENIOR TECHNICAL ADVISOR:
- will oversee all IntraHealth International quality improvement
activities and deliverables for the USAID Uganda NU-HITES project led by
Plan International in partnership with District Health Management Teams
(DHMTs) in Northern Uganda and the GOU. This position will provide
technical leadership in quality and performance improvement with key
stakeholders (GOU, DHMTs, PFE and Private Not For Profits) to improve
the quality of facility and community- level services by applying
evidence-based guidelines, approaches, and tools that are globally
recognized and by increasing effective capacity development, supportive
supervision and mentoring at all levels in Northern Uganda. In addition
to working closely with project staff to ensure successful completion of
improved quality of health care services, this position will maintain
strong and productive collaborative relationships with key counterparts
and liaise with other health care training and support programs to
ensure close coordination efforts. This position will report to the
Health Service Delivery Director and will supervise the QI/PI assistant.

Requirement:
- Public health background, preferably with a MPH.
- 10 years of experience working in quality and performance
improvement of health providers in Uganda with deep knowledge of the GOU
health system.
- Proven ability to lead teams using a stakeholder consensus building
approach with the GOU, DHMTs, PFE and PNFP to improve the quality of
facility and community-level services.
- Preferred work experience with USAID in Northern Uganda and/or as an implementing partner for other donors.
- Proven leader with strong written and communication skills.
- Proven interpersonal skills and demonstrated ability to interact professionally with all key stakeholders.
