Final evaluation 'WASH-Village savings & Loan linking project'

Plan Sierra Leone is looking for an experienced and qualified consultant to conduct a final evaluation survey for the WASH –Village Savings and Loan (VS&L) linking pilot project funded by Adam Smith International (ASI). The consultant will be required to work closely with Plan Sierra Leone technical team with support from Plan UK. The main objectives of the final evaluation are: - to evaluate progress towards achieving the outcome and outputs of the project - to reflect and learn from what has worked well and what has not, and the reasons why, so as to inform future projects - to identify lessons learned and provide recommendations for replication and scale up for future similar projects.
The target population are 34 communities in Moyamba and Port Loko districts. The contract period is 25 work days (5 weeks).
The total budget available for the entire evaluation study (including tax, consultant fees, expenses and sub-contracted data enumerator costs) is £8,460.
Plan is looking to recruit a consultant with the following qualifications and experience: - Advanced university degree in social science - Track record in developing and conducting various types of evaluation including qualitative and quantitative data collection - Experience in data collection and analysis using participatory methodologies, particularly in rural communities in Sierra Leone - Strong quantitative data entry and analysis skills and previous experience using statistical analysis software - Demonstrated understanding of, and commitment to, children’s rights, gender and development issues - Excellent and demonstrated understanding of Child Protection and ethical issues in research - Experience in evaluating micro finance projects - Experience in evaluating WASH projects - Experience in gender analysis in project assessments - Previous experience working with children and communities - Ability to speak Krio, Mende and Temne - Ability to write clear, concise reports in English - Strong writing skills and demonstrated experience working to deadlines successfully. A team of experts should be in charge of leading the research. One member of the team will be the team leader and bear the overall responsibility for the consultancy.
