Description 
One of our top priorities is to ensure national governments and regulators allocate radio spectrum for mobile in a manner that facilitates interoperability and in sufficient quantity to enable mobile operators to keep up with technological advances, increasing mobile adoption and rising data traffic driven by new types of mobile devices. Securing additional spectrum is critical for our industry. Failure will increase industry costs, reduce quality of service, intensify regulatory pressures and, inevitably, increase consumer prices. In the immediate future, mobile networks also face significant challenges securing new spectrum allocations in the 700MHz, 800MHz, 2.1GHz, 2.3GHz, 2.6GHz and in the near future 3.5GHz. The challenges faced by the industry for these bands vary by region and by market, however, significant challenges remain to convince governments, not only to allocate to mobile but also to allocate in a way that ensure the spectrum is economically viable and achieves the desired levels of harmonisation. Operators also face the pressing issue of 2G licence renewal, potential spectrum re-farming and a range of challenging policy issues that have significant commercial and operational impacts. Establishing a balanced and reasonable regulatory framework within which industry can invest and deliver new innovative services is critical for the ongoing development of the industry. Failure to secure appropriate spectrum policies and spectrum assets to support a competitive mobile market will severely impact the potential growth of the industry and the nature of the services and commercial structure the industry has available to them in the future. 

Context 
You will be or demonstrate; - A strong understanding of the underlying technology, economics and strategies employed by the mobile industry - A strong understanding and experience working within a regulatory environment - Specific knowledge of spectrum policy, licensing processes and practices across the Asia region - Experience of working in the mobile sector, preferably in more than one country - A strong intellect with a structured approach, able to react, plan and intervene to solve specific issues at high speed - A strategic mindset that allows for forward planning and alignment - A very strong networker and relationship builder - A superb presenter, communicator and influencer - A self starter, a natural sharer yet able to determine one’s own priorities and work remotely.

Criteria 
This is a critical role, with a focus on Asia and reporting into the Senior Director of Market Development based in London. The successful candidate will need to be flexible, culturally aware and excellent networker who can comfortably work in any relevant Asian market alongside local stakeholders to influence and secure current or newly available spectrum requirements. This is a dynamic role, requiring the ability to work on shorter term but highly complex situations in a wide variety of circumstances. Operating at an international level yet intervening on country or sub-regional basis, you will anticipate and react to spectrum related policy decisions and both form and lead our spectrum strategy in the region in close coordination with the Senior Director of Spectrum Policy. You will be an experienced regulatory and policy professional, with deep intellect and very comfortable in influencing and quickly establishing relationships with a wide variety of people. You will be an ‘allrounder’ who can programme manage and also front campaigns with equal comfort. You will be experienced in the field of communications regulation and have an established network across the Asia region. You will have had wide international exposure and be free to travel globally and frequently. You will be able to engage with different disciplines ranging from marketing and PR to technology and economics. Experience in working with media would be an advantage. Your role will focus on securing, presently allocated spectrum in key markets and support the future spectrum campaign as part of the World Radio Communication Conference 2015 (WRC 15). This will involve short term lobbying to influence immediate policy decisions but also long term strategic interventions and influencing to create longer term understanding and support for our spectrum agenda. You will work closely with our spectrum team based in London and co-ordinate activities. You will be our thought leader and strategist in Asia and will feed into the policy / future spectrum work streams as and when required. You will work more broadly with our regulatory team in Hong Kong, Delhi and London as and when required. You will also need to support activities of the Head of Asia – including Mobile Asia Congress and other industry initiatives. You will be responsible for relationships for the spectrum programme with our member operators in the region and will cultivate positive and close relationships with each by generating support and tangible commitment (in coordination with the Head of Asia). You will provide insight, knowledge and analysis on the mobile sector in Asia, feeding into multiple work streams across our multi-disciplined G&RA team in support of taxation and other wider policy issues. You will be required to communicate with multiple teams frequently to ensure consistent reporting and delivery of GSMA messages when engaging with our member operators and external stakeholders.
