Taxation Law and Revenue Reform Expert


SIDA-MIDA is an IOM initiative funded by the Government of Sweden that aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali expatriates to specific institutions within Somalia. The beneficiary institution will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. SIDA-MIDA will monitor the expatriate while in assignment. After carefully looking at the priorities of the Somalia and Somaliland Governments, SIDA-MIDA will target three key sectors, namely: Health, Public Finance Management (PFM), and Justice.
About Ministry of Finance -- The mandate of the Ministry is the management of revenues, expenditures and borrowing by the government. The Ministry must ensure that it mobilizes adequate resources to support government programs and activities. In addition, the Ministry is trying to ensure that government expenditure is within the revenue collected to reduce domestic borrowing, which tends to cause negative ripples in economic management.
The ministry coordinates government Ministries/departments and other agencies (MDA)in the preparation of the annual national budget. It is the responsibility of the Ministry to initiate and guide all MDA’s to prepare their Ministerial budgets. The Ministry also provides Accounting, among others to other government MDA’s.
Summary -- Puntland Government is committed to the improvement of the Public Financial Management, over the last few years there has been activities to enhance the capacities of the government employees especially Ministry of Finance staff, review on revenue generating areas including Customs and Inland Revenue. Improving PFM is one of the pillars of Puntland Public Sector Reform, the focus next year will be to carry out PFM assessment and the development of PFM Strategy leading to the launch of a reform in partnership with the World Bank.
