Consultancy services for a scoping study: Interventions to improve labour market outcomes in Uganda

The Economic Development Policy and Research Department (EDPR) in the Ministry of Finance, Planning and Economic Development (MFPED) is mandated to generate and apply evidence-based analysis to inform Government decision making on economic development policy and national development. In pursuit of its mandate, EDPR wishes to hire a consultant to conduct a scoping study on interventions to improve labour market outcomes in Uganda.

The Government of Uganda has initiated a number of interventions in order to accelerate the growth of productive employment. To maximise the positive impact of these programmes, EDPR plans to undertake a rigorous evaluation of Government’s employment strategy. One component of this evaluation, the scoping study will comprehensively map programmes and projects (implemented by Government and development partners) that explicitly target an improvement in labour market outcomes, and assess these interventions with regard to their objectives and rationale, perceived effectiveness and impact, and coherence with stated policy priorities. The study will be undertaken within a four week period.
The consultant contracted to undertake the study will have the following as a minimum:

• A master’s degree in a social science discipline.
• Five years experience in conducting similar research studies.
• Familiarity with the Ugandan policy context.
