We are currently tendering for the upcoming AusAID funded Philippines Classroom Construction - Technical Support Unit (TSU) This project has been established to primarily address the serious overcrowding in Philippine schools through a Classroom Construction Initiative (CCI).

We are seeking applications for the position of Monitoring & Evaluation Specialist you will be responsible for working closely with the Technical Support Unit (TSU) training and advising the Department of Education (DepEd) personnel. The Project aims to assist DepEd improve the department’s financial management and procurement practices and scope for a more comprehensive and sustainable approach to classroom construction.

The Position
As a key team member, a Monitoring & Evaluation Specialist will demonstrate the following skills and experiences:

• Developing and implementing a Performance Management Framework and monitoring Evaluation Plan
• Preparing progress reports outlining performance against anticipated outcomes and activities
• Capacity building with government departments, in particular; commissioning research to improve governance, efficiency and effectiveness of provision
• Minimum 10 years’ experience in the development and management of M & E frameworks on donor assisted programs

Candidates with practical experience in the Philippines and Pacific will be highly regarded.

The ideal candidate will have high level interpersonal and cross-cultural skills, a knowledge and sensitivity to cultural issues in the area as well as a sound understanding of the Philippines or the Pacific in a development context.

Salary
Professional Discipline Category C, Level 3 under the AusAID Adviser Remuneration Framework (ARF)* (*category and level subject to confirmation by AusAID)
