Opportunity Manager for Stability

The Opportunity Manager for Stability will report to the Senior New Business Manager embedded in DAI’s Stability Sector and will perform a variety of data management, administrative support, proposal coordination, and proposal management functions, working with multiple proposal teams simultaneously. The ideal candidate will be able to work under pressure, delivering high-quality, detailed results in a high-volume, fast-paced environment. The Opportunity Manager for Stability will be the key new business liaison between DAI’s technical sectors and acquisitions. The Opportunity Manager will have a substantial role in designing the embedded new business team’s operations as well as in determining the metrics by which its success will be determined. While responsibilities vary throughout the year, Opportunity Managers typically spend about 1/3 of their time on pipeline development and 2/3 of their time on the coordination or support of specific bids.

Responsibilities: • Ensuring the accuracy of Stability new business reporting through regular updating and auditing of online systems; • Tracking and researching new business opportunities; • Supporting sector-based champions in pre-positioning efforts for specific opportunities; • Contributing to and assisting in the processing of Business Acquisition Plans (BAPs); • Assisting TAMs (Technical Area Managers) and NBMs (New Business Managers) to develop the Sector’s annual new business pipeline; • Monitoring and reporting on expenditures against the sector’s prepositioning B&P codes; • Serving as a coordinator or proposal manager (on smaller efforts) or component writer on several sector-level bids per year; • Providing a variety of proposal support (early pricing, recruitment, writing) to sector-led bids on which the OM is not a primary member of the proposal team; • Drafting and updating sector-specific marketing materials; • Orchestrating the sector’s annual production of project descriptions/qualification statements, by technical area; • Providing support to reconnaissance teams, sector champions, and others engaged in new business activities; • Developing strategic relationships with international and local partners for new business opportunities; • Maintaining regular communication with technical sector new business teams, field staff, and other internal/external networks to develop a constant stream of new business intelligence, including from the international offices; • Contributing to corporate-priority bids as needed, regardless of which sector is identified as the lead for the bid in question. Qualifications: • Bachelor's Degree in a relevant discipline and a minimum of 5 years of experience or a Master’s Degree in international development and a minimum of 3 years of experience; • Working knowledge of USAID’s procurement process required; awareness of the procurement process of other donors is preferred; • Proven success in working under deadline, integrating inputs into strong bids, and winning work; • Demonstrated experience in effective relationship management, within and across companies; • Must be self-motivated, detail oriented, and highly organized; • Must be able to make critical decisions with limited guidance; • Must be a strong strategic thinker and able to articulate programmatic plans/approaches; • Must be able to handle changes rapidly and effectively; • Excellent team-building, technical writing and editing skills;
• Must be eligible to work in the US.
