The EIB, the European Union's Bank, is seeking to recruit for its Secretariat General and Legal Affairs Directorate (SG-JU), at its headquarters in Luxembourg:

Finance Lawyers specialised in Project and Structured Finance

Appointments will be made on the basis of a 3-5 year fixed term contract

This is a preliminary campaign in order to create a reserve list for anticipated future vacancies.
Applicants will undergo an initial screening and short-listed candidates will then be held in reserve for up to one year, during which time they may be called for interview and selected for specific vacant posts

Purpose
The successful candidates will provide legal support to the operational Directorates, carrying out work relating to all tasks within the Division’s remit, and working independently on financing operations. They will draw up, as necessary, reports on completed transactions and prepare their own proposals when consulted on fundamental or unusual issues

Operating Network
The Bank’s Legal Department - Operations is divided into several Divisions, most focusing on a particular geographical region. The Lawyers will report to the Head of Division and deal with legal documentation and legal issues for projects in the following regions:

Central and Eastern Europe (CEE) Division covering legal operations in Germany, Czech Republic, Slovakia, Austria, Hungary, Eastern Neighbours and Central Asia.
South East Europe (SEE) Division covering legal operations in Italy, Malta, Slovenia, Croatia, Balkans, Greece, Bulgaria, Romania, Cyprus and Turkey
Western Europe and Baltic Sea (WEBS) Division covering legal operations in France, Belgium, Netherlands, Luxembourg, United Kingdom, Ireland, Denmark, Finland, Sweden, Baltic States, Poland and EFTA countries
The posts may involve a certain amount of travel for negotiations and signatures of legal documentation

Accountabilities

  • Create the legal framework for financing operations and guarantees for projects in the aforementioned countries, notably for structured finance and project finance transactions (drafting, advisory support, conclusion of contracts and completion of all related legal formalities) and monitor these from a legal viewpoint, including loan restructuring and other post-signature events
  • Manage high-level contacts and negotiations
  • Liaise, where necessary, with external consultants and supervise their work
  • Complete the administrative formalities vis-à-vis clients (public institutions and private enterprises)
  • Undertake research and conduct legal studies on problems of law arising in connection with the Bank’s operations and in the context of developing new financial instruments
  • Develop and maintain relationships within the Bank and represent the EIB externally

Qualifications

  • University degree in Law and/or equivalent professional legal qualification
  • A qualification or professional experience in both Common Law and Civil Law would be a distinct advantage
  • At least 3 to 5 years of relevant professional experience in the field of structured finance and/or project finance, acquired within a law firm of international repute or the in-house legal department of a financial institution
  • Significant experience in the drafting and negotiation of finance documentation
  • Very good knowledge of standard computer tools
  • Very good knowledge of English and/or French and a good command of the other (*). Knowledge of other EU languages would be an advantage and may be a requirement for certain Divisions, depending on the specific countries of operation

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
