The EIB, the European Union’s bank, is seeking to recruit for its Secretariat General and Legal Affairs Directorate (SG-JU), at its headquarters in Luxembourg an:

Institutional, Corporate and Litigation Lawyer specialised in European Union and Institutional Law

Appointment will be made on the basis of a 3-5 year fixed term contract

This is a preliminary campaign in order to create a reserve list for an anticipated future vacancy.
Applicants will undergo an initial screening and short-listed candidates will then be held in reserve for up to one year, during which time they may be called for interview and selected for a specific vacant post

Purpose

The successful candidate will deliver the legal services required by the Bank in the areas of Institutional and European Union law and staff-related legal issues, in order to provide relevant legal instruments, documents and advice, and to protect legally the Bank's interests. He/she will perform, independently, tasks related to all of the Division’s responsibilities: the legal aspects of Institutional, European Union and Community issues; project eligibility and compatibility of financing operations with Community law (in the areas of the environment, public procurement and state aid, transparency policy, human rights, etc.); staff-related legal issues; and litigation relating to the afore-mentioned issues

Operating Network

The Lawyer will collaborate with the Division’s other legal advisers and will report to the Associate Director who heads the Institutional, Corporate and Litigation Division (ICL)

Accountabilities

  • Provide legal advice and solutions, in the form of notes and opinions (in English/French), in order to deal with institutional issues arising from the organisation and operation of the Bank as a European Union institution, established under European Union law, and the legal provisions applicable to the Bank’s staff
  • Undertake research and conduct studies on legal issues under investigation across the areas for which the Division is responsible
  • Represent the Bank’s Legal Service in internal working groups (meetings, panels and task forces) to deal with specific issues
  • Participate in external working groups (for example, with other European institutions)
  • Maintain contact with the Division’s counterparts, both within and outside the Bank (may involve travel)
  • Participate in activities relating to the Bank’s litigation
  • Make legal presentations to various internal and external audiences

Qualifications

  • University degree in Law and/or an equivalent professional legal qualification. A post-graduate specialisation in EU Law would be an asset.
  • At least 3 to 5 years of relevant professional experience in the legal sector, ideally including at least two years in European Union institutions or bodies and/or with a law firm of international repute, with a focus on European Union law
  • Sound knowledge of the main aspects of Institutional and substantive Community Law and European Union litigation
  • Proven track record as a lawyer in the banking or financial sectors would be an asset
  • Very good knowledge of standard computer tools and familiarity with databases relating to EU law and case law
  • Very good knowledge of English and/or French and a good command of the other (*). Knowledge of other EU languages would be an advantage

A secondment or similar from an EU institution or body may be considered

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
