The role

We are currently seeking a talented Water and Sanitation Engineer/Team Leader  to work closely with our other specialists  in Sierra Leone.The Water and Sanitation Engineer/Team Leader will work closely with the counterpart Water and Sanitation Engineer of the (Project Implementation Unit) PIU Team at all stages of the implementation process and must liaise with the Project Coordinator in all matters relating to the project.
With a minimum of 15 years commercial experience in details, you will play a key role in
  • Oversee the Preparation of designs, drawings, cost estimates and bills of quantities
  • Carry out cross-checks and vetting of technical and financial proposals
  • Supervise the design review and construction supervision consultants and ensure that designs are in line with National and International Standards
  • Review Design Review Reports and ; examine the review consultant's recommendations and advice  PIU accordingly
  • Review and approve contract documents for the supply of goods, works and services
  • Participate in and provide technical input in tendering, during scheduled input and advise in evaluation and award processing of all contracts for the project
  • Co-ordinate with SALWACO, the consultants and PIU personnel the planning and execution of all works and to ensure timely completion of assignments within the defined budget and schedule limitations of the project
  • Assist the PIU in collecting and analyzing , reviewing and approving a variety of engineering information, plan specifications, working drawings and cost estimates pertaining to assigned projects
  • Review periodic progress reports, work completion, personnel assigned and length of time needed to complete specific activities, analyzing information about the site activities and site reviews
  • Review the Detailed Project Report (DPR) and give proposed improvement of the reports
  • Support PIU officials in formulating and implementing projects and provide handholding support as required
  • Conduct periodic work site inspections to determine adherence to project objectives, works standards and safety practices , reviewing inspection reports and making field rte-inspections to rectify the deficiencies identified and recommending areas needing improvements in the performance by contractors
  • Advise and facilitate implementation of reforms related to levy of reasonable user charges and byelaws on use of water
Responsibilities as Water and Sanitation Engineer as Team Leader
  • Manage the implementation of the TA Contract and TA Team on a day-to-day basis providing leadership to the whole team, and ensuring that activities are implemented in line with the Terms of Reference and Conditions of the TA Consultancy Contract
  • Represent the TA Team on project matters as required
  • Represent the TA Team in relevant project meetings with key stakeholders
  • Oversee the timely productions of key deliverables
  • Liaise with the Project Coordinator on all project related matters
With a track record of achievement in a similar role, you will have gained your experience in an engineering design consultancy and have a passion for building trusted relationships to drive positive change and win new work.
Suitable applicants will have/be:
  • MSc. Water Supply Engineering or equivalent Qualification
  • 15 Years of Working Experience
  • At least three Similar Assignments Undertaken in Water and Sanitation Sector over last five years
  • Al least 05 Assignments undertaken as Technical Assistant
