TECHNICAL ADVISOR- EMERGENCY FOOD AND NUTRITION SECURITY ATLANTA, GA

CARE is seeking an experienced Technical Advisor- Emergency Food & Nutrition Security. The Technical Advisor for Emergency Food and Nutrition Security is a highly experienced professional with expertise in food security and nutrition in chronic and transitory food insecure environments, as well as its links with long-term food security programs. S/he will reports directly to the CARE's Senior Advisor for Emergency Food Security and works closely with the Emergency Humanitrian Assistance Unit (EHAU) staff and other concerned PPLA staff in FLJ, SRMH and Gender Equity & Empowerment teams. S/he will also have contacts with relevant staff in RMUs, COs and other CI food security units including CARE UK, CARE Canada, CARE Austaralia and CARE's Emergency Group (CEG).

The Technical Advisor is expected to support the Senior Advisor in the implementation of CARE International's emergency food security & nutrition strategy and the new initiatives identified to strengthen CARE's technical capacity to ensure appropriate, targeted and effective food security and nutrition programming in highly difficult and complex operating environment.Some of the initiatives already started include developing CARE's capacity to support cash transfer programming, local/regional purchase, and market analysis systems. New expected initiatives include strategies for resilience building, linking emergency to long-term food security programs and mainstreaming of gender and women empowerment in emergency food security programs.

S/he will be deployable up to 50% of her/his time to provide technical support and guidance for CARE's food security and nutrition programs.This includes provision of surge support and capacity building to the Country Offices (CO) specially in areas of situation assessment, response analysis, program design and development, program quality, technical guidelines, women empowerment in emergency and documentation and sharing of lessons learned and best practices. Also, the Technical Advisor is expected to provide technical support to the COs in scenario and contengency planning, emergency food security and nutrition responses, as well as in developing training packages and resource materials to support emergency food and nutrition secuirty deployable experts. S/he is also expected to represent the emergency food and nutrition security unit in relevant forums/ events as and when required.

Responsibilities:

  • Support the implementation of the CARE International's Emergency Food and Nutrition Security Strategy;
  • Provide surge support to CARE's Country Offices, especially the ones at high risks of disasters;
  • Provide support in capacity development and training to CARE and its staff;
  • Communication, documentation and sharing of learnings and good practices;
  • Grants and contracts management for Title II programs.

Required Skills:

  • Bachelor's Degree in Social Sceince, International Development or any related humanitrian field;
  • 8 -10 years humanitrian work experience with specific focus on assessment, analysis, design and implementation of food security and nutrition programs, M&E, cash transfer and vouchers programs, logistics and food aid management;
  • Substantial experience in deployment and in responding to major emergencies and working with appropriate emergency donors and relevant UN agencies (e.g. FFP, OFDA, USAID, ECHO, UNHCR, WFP, etc.);
  • Demonstrated mastery of internationally accepted food security concepts, standards and practices, as well as planning, assessments, analysis, design and proposal writing skills;
  • She/he must be able to quickly deploy to field, assess overall problems at a disaster site, propose potential solutions, and clearly articulate this assessment to CARE CO/HQ staff;
  • Willingness to travel up to 50%, at times under extreme working conditions/high security risks;
  • Fluency in English as well as at least one of the following: French, Portuguese, Spanish, or a major African/Asian language;
  • Ability to keep focused on the overall CARE strategy and standards while developing programs that are sensitive to cultural, gender and political realities of the workplace;
  • Ability to work independently and as a team player who demonstrates leadership and ability to work with disaster affected communities in a sensitive and participatory manner;
  • Works with trustworthiness and integrity and has a clear commitment to CARE's core values and humanitarian principles;
  • Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner;
  • Knowledge of international humanitarian standards i.e. Sphere and the Red Cross/NGO Code of Conduct.

Desired Skills:

  • Masters degree in food security, nutrition, public health or any related field;
  • 5-8 years experience in assessing, designing, coordinating, implementing, and/or evaluating emergency food security and nutrition operations/programs;
  • Experience in managing transition from emergency to long-term programs through DRR and resilience building;
  • Experience in developing training packages and resources materials and leading training activities in emergency situations;
  • Experience in mainstreaming gender and integrating nutrition into food security programs;
  • Understanding of Situation and Market Analysis, using the Integrated Food Security Phase Classification (IPC) and market analysis and decision tools i.e. EMMA & MIFIRA;
  • Program design using different modalities of Cash transfer and voucher programming and understanding of the potential risks associated with cash transfer programs;
  • Familiarity with key donor relevant regulations including: FFP (e.g. Reg.11 and PA2M), OFDA (e.g. new guidelines), ECHO (e.g. single form & cash/voucher guidelines), and WFP;
  • Good understanding of the linkages between food security and nutrition;
  • Understanding of local/regional procurement of food aid in order to provide a rapid emergency response;
  • Technical understanding of the complexities of food aid management (targeting, warehousing, logistics, distribution, end-use monitoring);
  • Analysis of the relative importance of food security and public health/maternal & child care in determining nutritional status including infant and young child feeding.
