GENERAL COMPANY INFORMATION
TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 25 developing countries with over 1000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.
I. BACKGROUND
Côte d'Ivoire has emerged from the crisis that followed the 2010 presidential elections to begin rebuilding its economy and regain is status as an economic leader in Francophone West Africa.
The years of political instability and conflict have profoundly affected the population: One in two people live below the poverty line, many businesses have closed, and unemployed has increased. There has also been significant population displacement. These have all weakened the economic and social fabric of the country.
TechnoServe estimates that thousands of jobs can be created in the horticulture processing sector and for rural youth. We require a consultant to conduct research on the scope of job creation possible in these sectors.
II. OBJECTIVE
Develop detailed recommendations on the job creation projects in the horticulture processing sector and in micro-franchising and micro-SME sector.
III. TASKS/ACTIVITIES
Horticulture Processing
• Create a database of medium and large scale processors in Côte d’Ivoire
• Survey a sample of processors to understand their current capacity, growth plans, financing needs and outgrower relationships
• Develop strategy for how TechnoServe can engage these processors and expand their outgrower relationships
• Create the relevant job creation model and project logic frame
Rural Entrepreneurship
• Survey initiatives targeting youth job creation in peri urban and rural areas in Côte d’Ivoire, notably low education youth; benchmark with other TNS similar projects
• Identify micro-franchise businesses and micro SME opportunities youth should engage
• Identify private sector partners for the program
• Validate assumptions in job creation model
IV. DELIVERABLES
Horticulture Processing
• Excel database of processors and key characteristics
• Excel file of survey results and job creation model
• Logical framework for a potential project promoting horticulture processing with a view to creating jobs
• 10 page concept note describing project design
Rural Entrepreneurship
• Improved program design with validated assumptions in excel,
• Logical framework for a potential project promoting rural entrepreneurship with a view to creating jobs
• Detailed impact assessment in excel
• 10 page concept note describing program design
V. SKILLS REQUIRED
