Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm.  We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies.  Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.  SI is creating a proposal in response to a USAID task order for democracy and governance performance evaluation under the Analytical Services III IQC.
Objective:
The USAID Office of Cuban Affairs has established a performance management plan to provide technical assistance to the Office of Cuban Affairs’ implementing partners with review of activity level log frames and monitor and evaluation plans, quarterly review and assessment of performance data, and conducting data quality assessment. Building on previous performance management efforts,
SI is seeking a Chief of Party (CoP)/ Senior Development Specialist (SDS) to provide vision, direction, and overall leadership in technical assistance to support the Office of Cuban Affairs to further develop and effectively maintain the program’s performance management system.
Responsibilities and Tasks:
The CoP/ SDS is expected to provide vision, direction, and overall leadership to the team in all technical areas.  The CoP/ STS will manage the Contractor’s technical assistance, training, and overall support; preparing and submitting reports requested by USAID; and coordinating USAID assistance with key counterparts.
The CoP/ SDS shall have principal responsibility for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met. S/he will lead the Contractor’s team and serve as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract. S/he will have overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel provided with the task orders under the contract. S/he will be the primary point of contact for information on the progress and current status of all activities under the contract and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. The COP/SDS will manage the preparation and presentation of proposed implementation plans and all reports and will provide the Office of Cuban Affairs information relevant to performance management and program performance.
Qualifications:
  • Advanced Degree (or foreign equivalent) in social sciences or other related discipline;
  • Minimum ten (10) years of progressively responsible experience in Monitoring and Evaluation ofdemocracy and governance programs;
  • Experience working within restrictive operating environments similar to Cuba; previous working experience in Cuba preferred;
  • Experience working on democracy and governance programing within closed societies;
  • Previous experience as project director or similar positions with a strong reputation for developing excellent collaborative working relationships with counterparts, other contractors and international organizations and donors.
  • Strong communication, writing and interpersonal skills are required; and fluency in spoken and written English and Spanish is required.
