Leadership, Management, and Governance Advisor , DRC

MSH is seeking candidates for a new, five-year UK DfID-funded primary healthcare strengthening program in the DRC, with an emphasis on improving reproductive, maternal, neonatal, and child health. The program will provide service delivery and health system strengthening support in approximately 30 health zones, in up to four of the eleven provinces in DRC, providing at least 3.5 million people with access to essential primary and secondary healthcare services. This position is contingent upon MSH winning the project award.

OVERALL RESPONSIBILITIES: The Leadership, Management, and Governance Advisor is responsible for technical direction and implementation of strategies and interventions—including on-going coaching and mentoring— to increase effectiveness in health governance to achieve a more participatory, transparent, and accountable health system as well as to strengthen sector management and operations capacity within supported health zone management teams for improved planning, management, and execution of priority health and social welfare interventions.

The ideal candidate will have strong leadership qualities, extensive developing country experience, broad technical and management expertise, and demonstrated success in managing large, complex donor-funded technical assistance activities in developing countries. Experience in DRC in one or more of the following areas is desired: health governance; leadership and management development; institutional capacity building; human resources for health; health finance; monitoring and evaluation; and health planning, budgeting, and reporting.

QUALIFICATIONS 1. Master’s Degree (or equivalent) in Public Administration, Public Health, Health Policy, or related field is required. 2. At least five (5) years of experience in strengthening health governance, leadership and management development, institutional capacity building, and human resource systems. Relevant experience in DRC is required. 3. Prior experience and success managing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills. 4. Prior experience and success managing similar or larger international donor-funded projects. 5. Proven record of aligning diverse, multi-level teams with project mission and vision. 6. Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, DFID, and donor organizations. 7. Demonstrated strategic ability, diplomacy, conflict management, team building, supervisory, written and oral communication, and negotiation skills. 8. Strong written and oral presentation skills in English and French are required. Willingness to travel within the DRC as needed.
