Regional Program Leader WASH / Functionality Expert

Based in Kathmandu, Nepal
(International contract)

SNV has adopted a programmatic approach to its work in all sectors to ensure clear program framework, quality at scale and to create wider platform for knowledge generation and result validation.

The SNV Asia WASH strategy identifies three programs: Sustainable Sanitation and Hygiene for All in rural areas, Sustainable Sanitation and Hygiene for All in peri-urban areas and small towns and Functionality of Rural Water Supply Services.

The Functionality program seeks to address the structural issues causing low quality and lack of sustainability of rural water supply services; such as intermittent or seasonal services, frequent breakdowns and unequal distribution. The program explicitly looks beyond community management of water schemes, taking a systems approach to service delivery. This involves national policies and learning, local governance and decision making on investment, the quality of rural water supply schemes, post-construction support, management models and the performance of implementers and operators. Within the functionality framework, SNV Asia implements two Functionality projects (in Nepal and Vietnam) and will start up a new project in Cambodia.

The objective of this position is to build on this foundation and create a strong regional program with robust product development, quality assurance, learning and documentation. The work will include strengthening the program, building staff capacity, and mobilizing resources for Functionality. To the extent possible and applicable, the position should build on experience from SNV in Africa. Within two years the position should be externally funded.

This is a senior advisory position that aims for strategic positioning, network development, resource mobilization, review & evaluation of advisory services, coaching, and knowledge development thereby contributing to SNV Organisational Development.

Responsibilities

• Based on current progress, develop and establish the SNV–Asia Functionality of Rural Water Supply Services program and product, based on an in-depth understanding of the issue, the context and the latest insights in the sector.
• Backstop and support Functionality project leaders and advisors in countries, providing tools and methodologies when appropriate, and ensuring horizontal learning and knowledge management.
• Identify and build relevant partnerships in Functionality.
• Adequately communicate and brand the SNV Functionality of Rural Water Supply Services program with support from regional communication coordinators.
• Secure funding for Functionality in collaboration with regional business development coordinators and the Sponsor Director for WASH.
• Ensure coherence of the Functionality program with the wider Asia WASH program and the corporate WASH steering.

MILESTONES

By the end of 2012
• Guidelines for at least two components of the Functionality program developed from practice.
• Improved progress monitoring across the Functionality program in all countries, in line with SNV’s Monitoring for Results (MfR) framework.
• Clear set of knowledge deliverables and quality standards for country programs.
• Clear knowledge management and learning agenda for 2013
• At least two concepts to proposal stage.
• At least one externally funded project proposal in the pipeline with a value of over 0.5 million Euros.
• Key partners identified.

By the end of 2013
• Guidelines for at least four of the components of the Functionality program developed from practice.
• The Functionality program is MfR compliant with progress monitoring in place in all, as well as knowledge deliverables and quality standards.
• Communications materials and branding of SNV Functionality of Rural Water Supply Services program in place and effectively used.
• Co-authored and presented at least two publications at regional or international events.
• At least two externally funded projects in the pipeline with a value of over 2 million Euros.
• Established partnerships and links to networks relevant for functionality.

Candidate Profile

• Advanced Academic qualification in areas relevant to WASH with a minimum of 10 years of experience in WASH sector, preferably in Asia.
• Proven track record of fundraising and relationship management
• Verifiable Knowledge and Program Development track record.
• Existing network with donors and knowledge partners in WASH sector.
• Ability to work in teams and build capacity of senior workforce by providing strategic advisory services.

Contract Duration: 2 years, extendable

Desired start date: As Soon As Possible, preferably June 2012.

Medical facilities: There are a few international standard healthcare facilities in Kathmandu; daily connections to Bangkok or Delhi for advanced healthcare.
Educational facilities: International schools in English and French are available in Kathmandu.
Security situation: Declining political unrest and instability and without direct security threat; low to moderate criminality levels.
Accessibility: Kathmandu connected to main Asian destinations with Daily flights.
Communication: Advanced mobile, phone and internet connectivity is available.
