Job Purpose
 
To work with the ACC PC in the development and delivery of Oxfam's economic justice advocacy agenda and campaign plan in the Philippines, with a particular focus on agriculture, trade and climate change and to take responsibility for implementing the same

  • Management of economic justice campaign projects or elements of large projects · Sufficient knowledge on policy analysis and research methodology to support Economic Justice advocacy and campaigning.
  • Impact of this role is significant within the Advocacy, Campaigns & Communications team and may have wider, organizational impact.
  • Representing Oxfam to external contacts and may need to deal with influential senior external contacts or supporters Collaboration with the other programme officers or country/senior managers


Key Responsibilities

Economic Justice Advocacy Strategy and Delivery 
  • As part of the EJ team, support the development and implementation of Oxfam's economic justice advocacy strategy and campaign plan, with a particular emphasis on agriculture, trade and climate change; particularly in ensuring that gender is mainstreamed into the strategy & plan.
  • Collaborate with the other members of the ACC team, joint Oxfam Mindanao programme and with other units of the Oxfam GB country programme in support of integrated programming and synergy across Oxfam's units in the Philippines
Policy Analysis and Research ·
  • Support the development of policy positions for the Philippines on key poverty and inequality issues particularly on agriculture, trade and climate change and produce policy briefing papers, policy position statements and public communication materials, including ensuring that the Philippine program contributes strongly to the development of Oxfam's regional and global briefing papers.
  • Work and coordinate with partners, allies, stakeholders and counterparts in Oxfam to develop a view and analysis of the economic justice developments/policies that impact on poverty and takes into account gender equity issues.
  • Provide strong policy analysis support to economic justice partners and contribute to the development of researches that will guide their advocacy and campaigning work. · To develop effective policy and research papers that meet high standards.
Partnership Management
  • Manage relationships with partners, alliances and other such relationships with key stakeholders; establish collaborative ways of advocacy and campaigning with a broad range of stakeholders on economic justice issues.
  • Assist the development of the capacity of partners to undertake economic justice advocacy and campaigns that are effective and contribute to the transformation of gender relations
  • Monitor, produce and compile regular reports and updates on the implementation of the economic justice campaign for partners, donors and Oxfam bodies.
  • Manage partnerships throughout the whole project cycle: appraisal, monitoring of implementation, evaluation, and exits; ensure that implementation will deliver the desired outcomes
  • Support the learning process, ensuring that learning feeds into the improvement of overall programme quality § Maintain project documentation in Oxfam's Programme Accountability and Learning (OPAL), ensuring that quality standards of documentation are achieved and that appropriate information is generated for management and communication purposes.
Human and financial resource management 
  • Manage Oxfam Level E staff, volunteers and consultants/service providers that may be assigned to economic justice work, ensuring competencies are equal to the programme's demands; actively implement Oxfam GB's policies in the recruitment and employment of level E staff, volunteers, or consultants/service providers
  • Manage grants to partners, ensuring compliance with Oxfam's mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures
  • Support the ACC PC on fundraising and donor relations management § Ensure that Oxfam's and donors' programme and project monitoring and reporting requirements are incorporated and met to a high standard
Manage Oxfam's risks 
  • Develop and manage economic justice communication strategies and activities according to Oxfam's procedures in order to ensure and promote Oxfam's reputation and acceptance
  • Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances to the ACC PC
  • Ensure that proper administration and logistics systems and procedures are followed in the procurement of goods and services
Representation
  • As appropriate and consistent with the post's role and with agreement from the Advocacy, Campaigns & Communications PC , represent the programme to external actors, exercising a level of caution when dealing with government officials
  • Maintain good relationships with Oxfam International, donors, official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile.


Skills and Competence

  • Knowledge of Philippine development issues and concerns, specifically those pertaining to climate change, agriculture and trade and gender equity issues ; strong analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework
  • Proven experience in policy analysis and production of policy briefing papers based on evidence and research.
  • At least 3 years of relevant experience, with proven project management skills in developing and implementing successful advocacy and campaign projects
  • Organised, with good attention to detail and developed ability to prioritise tasks to meet tight deadlines
  • A high level of interpersonal and communications skills; developed capacity for tact, diplomacy and negotiation § Ability to work creatively, innovatively and effectively within multi-cultural teams and as an individual; a self starter who can work within a framework and with some support.
  • Fluency written and oral English and Pilipino; able to write briefing papers, funding proposals and reports
  • Willingness to travel frequently, sometimes to remote areas
  • Proven experience of using MS office application (Word, Excel, Access and PowerPoint) and desk-top publishing software.
Desirable skills
  • Knowledge of another language is an advantage
  • Proficiency in copy-editing, layout, design and graphics
