With escalating energy costs, over-reliance on fossil fuels and their associated effect on the environment, the implementation of energy efficiency programmes is now more important than ever if these challenges are to be met. But that’s just the start, putting a programme in place is one thing, but it also needs to be built with the foresight to meet any future demands.

Working to strengthen the existing Belarusian energy efficiency testing laboratory network and making sure it has the capacity to respond to the ongoing needs of manufacturers and the market, you’ll also work to raise public awareness of energy efficiency. This could be through regular campaign work with consumer rights groups focussing on energy saving. In short, you’ll help to make energy efficiency a driving factor in the decision process when consumers purchase household equipment.

This work needs to co-exist with efforts to standardise energy efficiency, ensuring that the benchmarks set are developed and incorporated as national standards throughout Belarus. Alternatively to working on the testing laboratory network and consumer awareness, your focus could be on implementing standardisation and benchmarking, working to roll this out across the country as best practice, including to central and local government.

Basic Requirements:

  • Master’s Degree in a discipline relevant to the assignment (e.g. energy economics, energy management, etc.), or equivalent;
  • Fluency in English (written and spoken) and Russian (spoken);
  • Knowledge of the EU regulatory framework in the field of energy efficiency of consumer goods and industrial products. Alternatively, this could be in metrology, accreditation, certification and market surveillance;
  • Knowledge of the Belarusian government energy efficiency policy, in particular concerning consumer goods and industrial products – advantageous;
  • Strong analytical skills – advantageous;
  • Experience in policy advice for accreditation systems, energy efficiency and quality, and standardization;
  • Experience in EU-funded projects in ENPI/TACIS countries and or/donor projects advantageous.

  • Ability to work independently and take initiative.
