The Carter Center is seeking a highly-qualified individual to serve as Observer Coordinator of the Center’s Democracy Program in Egypt. The selected contractor would assist the Field Office Director and Deputy Director in implementing a referendum and/or election observation mission. Tasks include assisting with the design, management and implementation of the Center's planned observation activities, including the long-term observer (LTO) and short-term observer (STO) deployment plans and observation methodology. The Observer Coordinator will report directly to the Field Office Director (FOD) and the Atlanta-based project manager, and will work in close cooperation with other field staff.

The position requires relocation to Cairo, anticipated to be in September 2012. The position will be contracted for approximately 3-4 months (with the possibility of extension). These dates are subject to change. Candidates who can commit to the full deployment period will receive first consideration.

Primary Responsibilities:

· Assist in the design and management of the Center's planned observation activities, including the long-term observer (LTO) deployment plans and observation methodology.

· Act as principle point-of-contact for Carter Center long-term (LTO) observers, coordinate logistics for LTO deployment including transport, accommodation and communication.

· Develop and manage the LTO reporting system to include verbal and written reports based on existing Carter Center templates. Write regular summary reports of LTO findings.

· Assist in drafting Carter Center press releases, public statements, and project reports as necessary in consultation with Atlanta staff.


Qualifications


Qualifications:

Applicants should have a minimum of 5-7 years of experience implementing election observation missions, democracy and governance programs, or conflict-prevention efforts, ideally in countries transitioning to a democratic government. Arabic language capacity and/or prior work experience in Egypt is highly desirable.

Candidates should possess strong program management/implementation skills, cross-cultural understanding, be highly organized, and able to work under pressure and tight deadlines when necessary. Strong writing and communication skills and competence with computer applications required. A positive attitude and the ability to work effectively in a diverse team are essential.

Compensation:

Salary is commensurate with experience. Costs associated with international travel as well as accommodation, transport and communications in Egypt are undertaken by the Carter Center.
