The
Governors' Forum is organised annually by the Office of the President,
Republic of South Sudan with support from the United Nations Development
Programme (UNDP). The Forum brings together the ten state governors,
members of the legislature, key ministers and development partners,
providing a platform for discussion and action on policies related to
political, fiscal and administrative governance issues. It also offers a
space for broader discussion on important issues such as, corruption,
post-independence issues and state-level concerns.
Held ten
times since 2006, this year will be the second time since
independence. The Second Governors’ Forum will take place in Juba from
the 15-20th October 2012 at the National Legislative Assembly.
The
Governors’ Forum has become a platform for making key decisions, some
of the past achievements include: an increment in the amount of
financial resources that are sent to the states by the national
government, an increase in the level of communication between the
national and state governments; increased consensus on tackling
insecurity in the states and increased involvement of state governments
in the design and implementation of national government programmes.

Duties and Responsibilities
|
As a partner in development with the Government
of South Sudan and the State Governments, UNDP has consistently provided
technical, organizational and logistical support to the Office of the
President in the previous Governors’ Fora. UNDP will provide the same
support to the Office of the President in the conduct of the Second
Governors’ Forum under its Support to Decentralization Programme.
In
this respect, UNDP seeks the services of two consultants (one South
Sudanese and one international) to support the secretariat in
documenting, summarising and reporting the proceedings of the Second
Governors’ Forum. The consultants will work under the direct supervision
of the UNDP Support to Decentralization Project Manager, with technical
guidance from the UNDP Governance Unit Team Leader and overall guidance
from the Office of the President – Directorate of Intergovernmental
relations.
Specifically, the consultants will:
- Technically support the task force of the Second Governors’ Forum by leading/coordinating the work of the secretariat.
- Take
comprehensive notes of the proceedings of the Forum and ensure that the
notes are fully incorporated into the final report about the Forum.
- Provide daily executive summaries of the proceedings of the Forum for presentation to members of the Forum.
- Compile
and provide Forum summary outcomes, including recommendations and
resolutions for presentation to the members of the Forum on the final
day before the official closing ceremony.
- Produce a
comprehensive report of the Forum, which should include summaries of the
different presentations made during the Forum, with the text of the
same as annexes. The consultants will produce a draft report within two
weeks after the conclusion of the Forum. The consultants will then
send it to the Project Manager of the Support to Decentralization
Programme who will organize for its review within two weeks of that
date. The Programme Manager will collate all comments and send these to
the consultants for finalization of the report. The Consultants will
then present the final report (in MS Word) to the Project Manager before
final payment is made. This report must be well-written, properly
edited, grammatically correct, formatted and fully referenced and be
ready for publication.
- Produce a CD consisting of all the
presentations made in the Forum to be given to participants/delegates
in lieu of the printed hard copies of all the Forum presentations.
- Carry
out other functions relating to the organization, conduct and
facilitation of the Forum as required by the Forum taskforce.
Inputs to be Provided:
Consultancy
fees in line with UNDP rules. Fifty per cent (50%) of the total fees
will be paid immediately after conclusion of the forum, and the
remaining 50% after the final report has been submitted.
- While on assignment in South Sudan, UNDP will arrange local transportation and DSA as appropriate.
Outputs of the Consultancy:
- Daily executive summaries of the proceedings of the Forum.
- A
compilation of Forum summary outcomes, including recommendations and
resolutions for presentation to the members of the Forum on the final
day before the official closing ceremony.
- A full report
of the Forum in MS Word format. This report should be ready for
publication – it must be well-written, properly edited, grammatically
correct and formatted. In addition, it must include summaries of all
presentations as well as full texts of the same as annexes.
Duration of the Consultancy:
- 17 working days (6-day weeks)
17 working days for the Forum:
- 1 working day of preparation for the Forum
- 6 working days supporting the Forum
- 10 working days for production of the draft and Final Forum reports

Competencies

- Working knowledge of protocols,
particularly related to working for, and with, officials and leaders at
the highest levels of government
- Strong oral and written communication skills in English language critical.
- Experience in post conflict countries is an asset
- Ability
to take minutes of meetings in real-time using computers and produce
instant summaries is a must, and will be practically tested prior to
commencement of the assignment. Failure to demonstrate this ability
would lead to immediate termination of the assignment at no cost to
UNDP.
- Ability to work in multi-disciplinary and multicultural teams is essential

Required Skills and Experience
|
Education:
- Advanced university degree in public
administration, governance, business, economics, sociology, development
studies or related social sciences.
Experience:
- Ten years progressive professional experience in development, governance or policy analysis in developing countries.
- Ability
to take minutes of meetings in real-time using computers and produce
instant summaries is a must, and will be practically tested prior to
commencement of the assignment. Failure to demonstrate this ability
would lead to immediate termination of the assignment at no cost to
UNDP.
- Working knowledge of protocols, particularly
related to working for, and with, officials and leaders at the highest
levels of government.
- Ability to work in multi-disciplinary and multicultural teams is essential.
- Experience in post conflict countries is an asset.
- Experience in using MS Office applications – particularly Excel and Word
Language Requirements:
- A fluent speaker of English with strong oral and written communication skills in English language required.
