Consultant Out of School Education Scenarios Costing Sudan

Objectives of Assignment
Under the guidance and direct supervision of the War Child Country Representative in Sudan, and in close coordination with project partners, Ahfad University and UNICEF, the consultant is responsible for supporting the project to develop a strong ToR, including costing instrument development, for carrying out an out of school education scenario costing exercise, taking into account the specific context in Sudan. As part of this, the consultant will develop a Ministry of Education engagement strategy by consulting with project partners, War Child, Ahfad University and UNICEF and liaising, as appropriate, with relevant Ministry of Education officials. The Consultant will undertake the majority of this preparatory exercise in Khartoum with the ToR for the full costing-scenario exercise to be finalized at the Consultant’s home base. It is envisaged that actual education scenario costing exercise will be completed during third quarter 2014.

Time frame
September 2013 – October 2013

Requirements
•    Advanced University degree (Masters’ degree or equivalent) in education, economy,
development studies, public administration, public policy, political science, social science, or related field;
•    At least five years’ experience of working in the area of education systems;
•    Demonstrated experience in costing policy alternatives for government ministries, education costing is preferred;
•    Excellent communication and collaboration skills;
•    Excellent spoken and written English;
•    Experience with the Sudanese education system preferable;
•    Working knowledge of Arabic highly desirable.
