Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. Cordaid and its partner organisations work on various themes, including conflict transformation, disaster risk reduction and emergency response, health care, quality of urban life and entrepreneurship. Cordaid provides technical expertise and financial support for development and emergency assistance programmes and to develop the capacities of partner organisations.

Introduction
For more than thirty years Cordaid has been supporting over thirty non-governmental organisations in Haiti. They were implementing programmes in the domains of food security, health & protection (especially themes related to gender based violence and HIV/AIDS), upgrading of slum areas and livelihood recovery. After the earthquake in 2010, partner organisations were supported with emergency aid activities. In addition, Cordaid started a shelter programme in ten neighbourhoods in Port-au-Prince and Léogâne. Cordaid established an office in Port-au-Prince with international and national expert staff for the direction and accompaniment of the reconstruction programme.
For the period 2011 – 2015, Cordaid has designed a strategic plan for Haiti. Integration between the current reconstruction- and rehabilitation activities of both Cordaid and her partners and the longer-term/structural activities is important. Major themes will be community development, livelihood and violence against women. Since Haiti is a country which faces many risks, Cordaid will start a Disaster Risk Reduction trajectory in Haiti (including Emergency Preparedness and Emergency Response). For this trajectory, Cordaid is currently looking for a DRR Programme Coordinator - Haiti.
Position and responsibility
The DRR Programme Coordinator - Haiti. is responsible for implementing, managing and coordinating thel Cordaid’s disaster risk reduction and disaster preparedness programme in Haiti and for supporting the capacity-building of local partner organisations in these areas. In addition, he/she participates and represents Cordaid in relevant DRR platforms, networks and clusters.
The Programme Coordinator - Haiti will report directly to the Cordaid Country Director in Haiti and liaise closely with the DRR & DR Programme Manager and Project Officer in Head Office in The Hague.
General objective of the posting
  • Support DRR programme development, implementation, monitoring and evaluation in Haiti;
  • Networking, representation and acquisition of the DRR programme in Haiti;
  • Responsible for the local fundraising of the programme; Identification of funding opportunities, particularly through specific and targeted research into new donors/ funding lines;
  • Capacity development of local partner organisations and other relevant stakeholders in the areas of DRR;
  • Identify, develop and support new DRR proposals and projects with partner organisations.
Specific objectives
Programme development and strategic positioning
  • Support the DRR programme cycle management and contribute to the improvement of the programme, including participation in the development of the annual plan and country strategy;
  • Explore opportunities and threats for a Cordaid programme on DRR in Haiti as well as the strengths and weaknesses of Cordaid;
  • Explore potential local partner organisations to implement Cordaid’s DRR programme.
Fundraising, Networking, Representation and Acquisition
  • Represent Cordaid’s DRR programme in relevant Caritas, UN and other humanitarian coordination / thematic cluster meetings;
  • Identify and establish contacts with relevant organisations and stakeholders (such as the government) as strategic to Cordaid’s DRR interventions in Haiti;
  • Explore added value of Cordaid and promote Cordaid’s interests within relevant clusters;
  • Promote and support Cordaid’s ECHO/DIPECHO partnership and FPA;
  • Support and promote fundraising activities (institutional, private and corporate fundraising);
  • Explore potential areas for collaboration and mobilise opportunities and resources to support program partners.
Project Management and Capacity Development on DRR
  • Support the DRR project cycle management (identification, formulation, monitoring, evaluation and reporting);
  • Help organize and facilitate trainings for staff of local partner organisations, government officials and staff of Caritas organisations;
  • Provide technical assistance on DRR to and accompany staff of local partner organisations to enable long-term skills-transfer;
  • Support partners in applying and documenting community-managed disaster risk reduction;
  • Improve learning, linking and coordination to strengthen networks, maximize recovery efforts and establish preparedness plans;
  • Facilitate development and use of participatory DRR monitoring activities, support reflection on strengths and areas of development with Cordaid partners and communities;
  • Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid / partners’ programmes and projects.
Identify, Develop and Support Proposals and Projects
  • Support partners in formulating proposals (work plan / budget / logframes) for DRR efforts;
  • Support project development to strengthen and build upon linking Emergency Response, Emergency Preparedness and DRR;
  • Support partners’ capacities on project cycle management;
  • Support partners to prepare and submit timely and quality financial and narrative reports;
  • Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
  • Responsible for reporting to Cordaid HQ and others based on partner reports.

Qualifications
  • Academic degree in development/humanitarian aid studies or other related field;
  • At least 5 years proven experience with developing, managing and monitoring emergency response, emergency preparedness and disaster risk reduction programmes;
  • Experience assessing needs for and/or delivering DRR training;
  • Strong (financial) project management, analytical and problem-solving skills;
  • Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates;
  • Experience of working with Institutional donors such as EC (DEVCO and ECHO);
  • Experience of ECHO’s e-single form, UN funding mechanisms, CAP and cluster approach;
  • Experience in working with local NGOs, preferably with communities in conflict-affected states;
  • Experience in working with Caritas is an asset;
  • Knowledge of Haiti’s socio- political environment is an asset;
  • Be diplomatic, culturally sensitive and result-oriented;
  • Experience in working in security sensitive environment in complex (post)conflict situations;
  • Excellent French and English language writing and communication skills
Specifics of duty station
The DRR Programme Coordinator will be based in Port-au-Prince, in the Cordaid Haiti office. He/she will travel regularly to partner organisations in identified regions in Haiti for project monitoring and coordination meetings. The safety and security situation in Haiti remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place.
Contract information
The contract period is for 12 months initially, with the possibility of extension, starting as soon as possible. We offer a Cordaid contract with a competitive salary.
