Human Resources Adviser (Recruitment)

SPC invites applications for the position of Human Resources Adviser (Recruitment) in the Human Resources Section of its Operations and Management Directorate. This position is located at the regional office in Suva, Fiji.

The Operations and Management Directorate employs approximately 140 staff based in Noumea, New Caledonia; Suva, Fiji; Pohnpei, Federated States of Micronesia; and Honiara, Solomon Islands. The directorate comprises administration, finance, human resources, information technology, library, publications, and translation and interpretation.

The Human Resources Section is led by the Director, Human Resources, who is based at SPC’s headquarters in Noumea. The team of 16 HR staff is located in SPC’s offices in Noumea, New Caledonia; Suva, Fiji; and Pohnpei, Federated States of Micronesia.  Areas of work include organisation development and design; strategic HR policy and planning; HR systems implementation and project management; legislative and policy advice; recruitment and retention; remuneration, benefits and payroll services; consular liaison; visa, expatriation and repatriation assistance; induction; training; and performance management and development.

The recently established Recruitment Unit is part of the HR section and will comprise four staff located in Noumea and Suva. The Director, Human Resources oversees the unit, which is led by the Team Leader, Recruitment based in Noumea and supported by a Human Resources Advisor (Recruitment) based in Suva (this position) and two Senior Administration Assistants. The unit manages over 100 local and international recruitments a year.

The role – The new position of Human Resources Adviser (Recruitment) is accountable to the Team Leader, Recruitment. The focus of the role will be on planning and managing recruitment processes for Suva-based positions. The appointment is for three years, renewable subject to performance and funding availability.

The profile – SPC seeks a team player with significant experience in recruitment. Attributes include a strong client focus and the ability to handlecompeting priorities to tight deadlines. He/she will possess maturity, integrity and judgement and have the ability to work effectively in a bilingual and culturally diverse environment.

Key result areas – The successful applicant must be able to demonstrate strong ability, and potential to progress, in the following areas:

  1. Planning and management – Plan and manage recruitment processes for local and international positions ranging from support and administration positions to highly specialised scientific and senior management roles. 

  1. Technical and advisory support – Provide recruitment advice and support to recruiting managers, in particular those based in Suva.  Contribute to delivery of training workshops regarding recruitment policy, processes and techniques.   

  1. Knowledge management –Maintain SPC’s intranet, website and recruitment database to process, manage and record recruitment information. Assist in developing and maintaining a recruitment reference library (e.g. job descriptions and recruitment notices).

  1. Maintain relationships – Develop and maintain collaborative professional relationships with clients across the organisation. 

Key selection criteria – Candidates will be assessed against the following selection criteria:

  1. Project planning and management – Demonstrated expertise in planning, managing and implementing concurrent recruitment projects.
  2. Results-oriented problem solving – Able to develop solutions to deliver tangible results for SPC, its members and other stakeholders.
  3. Innovation and analytical skills – Able to generate new ideas and opportunities, develop policy advice based on sound analysis, and support original solutions.
  4. Influencing and relationship building skills – Able to influence and guide others to achieve organisational goals. Demonstrate strong communication and interpersonal skills. Contribute to building productive relationships and partnerships across the organisation and with stakeholders.
  5. Qualifications – Degree, preferably in HR management, business or public administration, organisational development or psychology. A relevant postgraduate qualification would be an advantage.
  6. Technical expertise – Significant experience in recruitment at all levels of an organisation, preferably in an international environment involving the appointment of expatriate employees. Excellent interviewing and report writing skills. Computer literacy (Microsoft Office programs and HR applications). Strong organisational skills with the capacity to work autonomously and meet tight deadlines; and strong customer care and service focus. Maturity, integrity and judgement and the ability to work effectively as a member of a small, geographically dispersed HR team.
  7. Language skills – Proficient in English, with a working knowledge of French being an advantage.
  8. Cultural awareness – Cultural sensitivity and demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories being an advantage.

Remuneration – The Human Resources Adviser (Recruitment) is a Band 11 position in SPC’s 2013 salary scale, with a salary range of 2,666–3,998 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,300-10,960 (USD 3,800-5,700; EUR 3,000–4,400). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progress in the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji. Fiji nationals employed by SPC in Fiji will, however, be subject to income tax.

Benefits – SPC provides a housing allowance of FJD 1,170–2,625 per month. An establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowance are available for eligible employees and their recognised dependants. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum, life insurance, and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

Work environment – SPC has a standardised computing environment based on Microsoft Office. Smoking is not permitted in the work place.
