OVERVIEW OF THE POSITION Our client’s Sub-programme on Law Enforcement focuses on enhancing the counter narcotics capacity the Government of Afghanistan through the provision of specialized mentorship to develop expertise and to ensure sustainability of counter narcotics efforts. This is especially important as the country approaches 2014 when the international military will no longer be engaged in providing support and guidance in the law enforcement arena. Key areas for support are: i) Developing the operational capacity of the Counter Narcotics Police of Afghanistan (CNPA) in the areas of training, intelligence, mobile detection teams, forensics, and precursor control; and ii) Enhancing border law enforcement, including regional cross border cooperation. The support provided in these specific areas will include assisting the Counter Narcotics Police of Afghanistan (CNPA) not only within Kabul but, importantly, supporting an effective CNPA presence within the provinces. In view of the threat posed by the illicit manufacture of heroin in Afghanistan, Output 5 of the Sub-programme focuses on ensuring that Afghan authorities are equipped, trained and mentored to conducted intelligence-led operations against trafficking groups operating within the country. To address this issue, UNODC has assisted CNPA in creating Mobile Detection Teams (MDT) which are located at CNPA HQ in Kabul and in some key provinces. The purpose of this assignment will therefore be to train and mentor CNPA’s Mobile Detection Teams (MDTs) to provide operational support to CNPA’s intelligence arms. This relates to activities under Output 3 of the Sub-programme: Assisting with the equipping, training and mentoring of Mobile Detection Teams (MDT). The activities will be implemented, not only in Kabul, but in key provinces as well.
GENERAL FUNCTIONS Objective of the Assignment The objective of this assignment for the Consultant – Law Enforcement Expert is to ensure a high level of mentoring is provided to CNPA to ensure specific operational units are in a position to support intelligence-led investigations within Afghanistan.
Scope of the Assignment The Law Enforcement Expert will work under the overall supervision of the Representative or his/her designee and the direct supervision and guidance of the Senior Law Enforcement Advisor in accordance with the duties specified herein.
The Law Enforcement Expert will provide operational mentorship to the CNPA Mobile Detection Teams’ (MDTs) senior management and staff with a particular focus on information exchange to ensure intelligence received at the central level is actioned in the field and that officers responding to intelligence are adequately trained and equipped to respond to precursor related offences.
The consultant will be Kabul based, but missions to provinces will be undertaken when necessary.
The key tasks of the law enforcement expert will be: • Prepare and/or coordinate training packages for MDTs on basic drug and precursor identification and investigation. • Identify and procure equipment needed to conduct these investigations and provide relevant training in the use of such equipment. • Develop, implement and monitor information and intelligence exchange mechanisms and procedures and provide mentoring relating to the actioning of target packages. • Expand activities of MDTs with regard to intelligence-led operations to the provinces. • Ensure linkages with on going global and/or regional initiatives such as the Global Container Programme and our client’s Regional Programme for Afghanistan and Neighbouring Countries. • To perform any other task assigned by the Representative.
Deliverables a. Tasks During the contract period, the consultant is scheduled to accomplish the following tasks: • Identify strategic MDTs to be supported. • Assess the current level of specialised knowledge of team members. • Based on the initial assessment, prepare and/or coordinate training packages on basic drug and precursor identification and investigation. • Conduct training courses in Kabul and, where possible, in provinces. • Identify equipment needed to conduct specialised investigations. • Initiate procurement procedures for the equipment. • Ensure training will be provided in the use of such equipment upon delivery. • Assesses current information and intelligence exchange mechanisms and protocols in place between MDT, the Tactical Operations Centre (TOC) and other CNPA Intelligence entities. • Develop, if necessary, information and intelligence exchange mechanisms between these units. • Provide mentoring relating to the actioning of target packages. • Expand activities of MDTs with regard to intelligence-led interventions in key provinces. • Identify operations currently ongoing in the region, including those being carried out by international partners present in Afghanistan. • Ensure linkages with these ongoing intelligence initiatives and that MDTs are fully deployed in support of actions undertaken.
b. Deliverables • For the contract period, the consultant is expected to deliver the following: • Assessment report of MDTs current capacities with regard to actioning target packages. • Training curriculum prepared. • Training courses presented in Kabul and, if possible, two provinces. • List of necessary equipment prepared. • Equipment procurement initiated. • Standard Operating Procedures (SOPs) prepared for information exchange between CNPA units prepared in English, Dari and Pashto. • National and regional intelligence-led operations identified. • Participation of MDTs in ongoing operations secured.
Timeline The duration of the assignment shall be 6 months starting as soon as possible. The contract is extendable subject to the availability of funds. The time required for the consultant to produce the required deliverables is 20 weeks in-country. Unpaid breather breaks during the period are allowed and visits of this nature or others outside of Afghanistan will be scheduled in consultation with our client so as to best meet project requirements and so as not to be the source of any delay in the execution of programme work plans.
Procedures Our client will be responsible for organizing and facilitating the exercise. The contractor will be based in our client’s COAFG premises and will be provided with office space within our client’s compound in Kabul, Afghanistan.
The consultant will invoice our client with a detailed invoice of tasks performed and outputs produced on a monthly basis, following the receipt of a monthly report approved by his supervisor.
Economic Offer The consultants offer will include fees, transportation cost to and from Kabul, DSA, housing, insurances and evacuation.
Our client will provide the consultant with office space and a workstation in Kabul as well as ground and air transportation in Afghanistan. In addition, when assignments to the provinces require overnight accommodation, DSA shall be paid in accordance with the UN rates.

• The candidate shall have a postgraduate qualification, in law or a security related field. A first-level university degree in combination with qualifying experience and/or equivalent training with law enforcement or comparative civil military experience may be accepted in lieu of the advanced university degree. • At least ten years work experience within law enforcement is required. • Familiarity with law enforcement training methodologies is preferred. Living and/or working experience in conflict/post conflict areas would be an asset.
