Consultancy: MAKA'AS Timor Leste

CARE has received funding for 2.5 years from AusAID as part of the AusAID Community-Based Climate Change Action Grants for the implementation of Mudansa Klimatica iha Ambiente Seguru (MAKA’AS), Climate Change in a Secure Environment in Timor-Leste. The grant commenced in July 2012. 
CARE is seeking three short-term consultants to work together with CARE, WaterAid and partner organisation staff to deliver a comprehensive information set including: a baseline report that provides relevant and clear data to measure the impact of the project; a gender and power analysis and strategy; and environmental impact assessment (appropriate to the scope and budget of the project) against which project effectiveness and impact can be monitored and measured.
The three consultants will be:
• A baseline specialist
• An environmental impact assessment specialist
• A gender specialist with expertise in the Timor-Leste context

 CARE Timor-Leste would prefer consultants to apply as a team, however individual consultants are also encouraged to apply for specific roles within the scope of services as CARE will consider the option of building a team from individual applicants that meet the requirements of the consultancy.
EOIs should include:
• Up-to-date CV
• Completed Application Form;
• Up to three page statement of capability and the methodology and approach to be taken;
• Full quotation should include all of the following:
- Day rate and maximum number of days (please note that successful consultancy will need to provide proof of current insurance coverage);
- Please specify if per diem allowance is included in the quoted daily rate;
- Specific point of departure/return to take up the consultancy; and
- Confirmation of availability to complete the scope of work by December 2012.
