Public Health Specialist (Prevention Specialist)

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist (Prevention Specialist) in the Centers for Disease Control and Prevention (CDC).

Minimum Requirements

Qualifications Required:
NOTE:  ALL APPLICANTS MUST ADDRESS EACH SELECTION CRITERION DETAILED BELOW WITH SPECIFIC AND COMPREHENSIVE INFORMATION SUPPORTING EACH ITEM. 

Items 1- 5 are ALL REQUIRED
 1.      Education:  Graduation from an accredited university with a master’s degree in public health, behavioral or social sciences, health education or strongly
      related discipline is required.
2.      Experience:  A minimum of five years of progressively responsible work experience in HIV/AIDS prevention and behavioral related programs,
      including 2 years of program management experience and two years of supervisory experience.  Past experience will demonstrate the incumbent’s
      ability to consult and collaborate effectively with all levels both within and outside the agency.
3.      Language-          English level IV (fluent) reading/writing/speaking is required.4.      Knowledge:-          Advanced knowledge of HIV prevention in adults, youth and at the workplace and strategies for integrating HIV prevention with care
      and treatment services is required.
-          Good working knowledge of techniques, principles, methods and data analysis related to epidemiology and treatment of HIV/AIDS is required.-          In-depth understanding of the structure and functions of CDC GAP South Africa, including detailed knowledge of CDC’s role and function in support
      of the PEPFAR and CDC policies, guidelines and procedures for administration of cooperative agreements is required.
-          Detailed and broad knowledge of the host country operational environment, including detailed knowledge of the structure and operations of the DOH,
      the environment for health care delivery at the national, provincial and community level in South Africa, structure and function of endemic and
      international NGOs providing HIV prevention services in South Africa, and other collaborating and donor agencies in South Africa with HIV prevention
      programs is required.
5.      Skills and Abilities:  
-          
Skill in providing leadership, direction, and technical expertise in the management and evaluation of public health programs.  This includes the
      development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports is required.
-          Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is
      required.
-          Ability to exercise considerable ingenuity in applying guidelines to unique and different settings; as the work is highly complex and can be threatening to
      stakeholders is required.
-          Ability to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in HIV/AIDS prevention
      programs to adopt appropriate strategies for their program activities is required.
-          Basic computer skills with experience/training for word processing, basic statistical analysis and spreadsheets are required.

Job Specification

Basic Function of Position:
The incumbent of this position is the key public health advisor to the LES Prevention Lead in the Prevention Branch of the Centers for Disease Control’s Global AIDS Program (GAP) in South Africa (CDC/SA) that implements or supports/Prevention programs under the President’s Emergency Plan for AIDS Relief (PEPFAR) in South Africa. As a Prevention Specialist, position is responsible for the day-to-day program and administrative management, design, implementation, coordination, and evaluation of a broad range of HIV prevention program activities and studies including coordination and collaboration with other USG agencies that implement or support PEPFAR programs in South Africa.  Job holder is the prevention program public health specialist and advisor to the host country Ministry of Health (MOH), Ministry of Education (MOE), partners and non-governmental organizations (NGOs), as well as contractors and implementing partners of Prevention program activities and studies.  The incumbent may represent the CDC/SA Prevention Branch on HIV prevention issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.  Job holder serves as the Activity Manager/Program Management Specialist for HIV Prevention grants, contracts and cooperative agreements and coordinates the funding, reporting, and administration with the extramural team to assure projects are conducted and USG funds are appropriately utilized.  Position is supervised by the LES Prevention Lead in the CDC/SA Prevention Branch.
