Job Purpose:
Working as part of the Commercial Team and reporting to the Commercial Director, the senior procurement manager will provide professional and effective procurement and commercial services to the Business.

An experienced procurement professional is required to significantly contribute to the Commercial and Business environment.
As part of a team the role will be responsible for strategic sourcing, tendering, negotiation, and contract implementation & management across the full spend portfolio, building strong relationships with cross-functional Ofcom teams. Contributing to the development & improvement of the commercial skills of the Commercial Team, the senior procurement manager will help drive continuous improvement activity. The role will, in addition to business as usual activities, focus on the more complex and strategic procurement projects, requiring a very high level of procurement planning and management and interfacing with the Business at the highest levels.
The role reports into the Commercial Director, sitting within the wider Finance Department.

Key Responsibilities:
The senior procurement manager role, reporting to the Commercial Director, will be responsible for the following:
- Effective implementation of best procurement practise to deliver first class procurement services to the Business
- Proactive engagement with Ofcom client groups including commercial advice
- Deliver against challenging commercial objectives, ensuring overall team delivery and customer satisfaction
- Collaborative working with GPS and other Regulators where there are benefits to the Business
- Managing the full procurement cycle
- Provision of management and ad hoc reports
Qualities we're looking for:
Essential Skills/Experience:
- Demonstrable Public sector experience across a broad indirect commodity portfolio
- Demonstrable experience of leading and managing procurement projects
- Successful development of strategic sourcing strategies
- Knowledge and experience of OJEU practices, general procurement processes, financial modelling, data manipulation and report generation
- Ability to work effectively under pressure and deliver to deadlines
- Proven Analytical skills
- Ability to engage effectively at all levels within the Business and across specialism's
- Proven contract and risk management skills
- Proven procurement skills in securing commercial benefits and protecting Ofcom'sinterests
- Excellent interpersonal skills including a capability to effectively influence outcomes
Desirable Skills/Experience:
- Working knowledge of e-tendering systems ( e.g. Bravo), SAP, specifically SRMand e-auctions
Qualifications:
MCIPS desirable
